Bu araştırmanın amacı, yönetim süreci ve aşamaları açısından yasal belgeleri temelinde Türkiye’deki kamu görevlileri sendikalarının eğitim faaliyetlerinin değerlendirilmesidir. Bunun için nitel araştırma desenlerinden belge (doküman) incelemesi kullanılmıştır. Araştırmanın veri kaynaklarını kamu görevlileri sendikaları ile bağlı oldukları konfederasyonların internet ortamından ulaşılan güncel tüzükleri ve Kamu Görevlileri Sendikaları Kanunu oluşturmuştur. Verilerin çözümlenmesinde betimsel analizden yararlanılmıştır. Elli dokuz sendika tüzüğü incelenmiş ve tüzük maddeleri bazında, bu sendikaların eğitim yönetimi süreç ve aşamalarına yer verme sıklıklarına bakılmıştır. Sendika tüzüklerinde eğitim yönetimi süreciyle ilgili toplam 410 ifade belirlenmiştir. Bu ifade sayısının sendika sayısına bölümünden ortaya çıkan oran oldukça düşüktür. Bu ifadeler yönetim sürecinin her bir aşaması bazında incelendiğinde niteliklerinde de eksiklik ve zayıflıklar olduğu ortaya çıkmıştır. Buna göre yönetim süreci ve aşamalarıyla uyumlu olmayan bir sendikal eğitim faaliyeti yönetimi söz konusudur. Bu faaliyetlerde Milli Eğitim Bakanlığı’nın adının hiç geçmiyor olmasının tespiti de ayrı bir sonuçtur

The purpose of this study was to evaluate the educational activities of the public servants' unions in terms of the administration process and stages. To fulfill this purpose document analysis which is one of the qualitative research designs was utilized. The data resources of the study were composed of the up-to-date unions' and their confederations' charters and Law of Public Servants' Unions. Descriptive analysis was employed. The frequencies of the 59 charters' statements about the educational administration processes and stages were determined. The total number of the statements related to the administration processes were found to be 410. The ratio obtained through dividing this number by the number of the unions is extremely low. An examination of the statements with respect to the each administrational process revealed the weak and insufficient quality. It is concluded that the unions' educational activities were not congruent with the administration processes and stages. Moreover, Ministry of National Education was not mentioned in these activities
