Yönetim Bilgi Sistemi Tasarımında Stratejik Plana Dayalı Bilgi Katmanları Modeli

Bu araştırmanın temel amacı, bir kurumda yönetim bilgi sistemi tasarımı için bir metodoloji geliştirmektir. Sistem modelinde yer alacak alt sistemlerin, stratejik planda yer alan performans göstergeleri kullanılarak öngörülebileceğinin ortaya konması hedeflenmiştir. Diğer hedefleri ise, üretilecek bilginin konusuna göre bir bilgi tabanı oluşturarak, alt sistemlerin bilgi katmanları kapsamında tasarlanması ve metodolojide sistem mühendisliği ile proje yönetimi yaklaşımlarının uyarlanmasıdır. Önerilen metodoloji, Türkiye İstatistik Kurumu için uygulanmıştır. Sonuç olarak; mevcut durum ve gereksinim incelemesi sonrasında belirlenmiş olan sistem modelinin öngörü ile tam uyumlu olduğu tespit edilmiştir. Ayrıca; bir bilgi tabanı oluşturulmasının, karar destek sistemine geçiş konusunda, sistemin iyileştirilmesine katkıda bulunacağı sonucuna varılmıştır.

Information Layers Model Based on Strategic Plan in Management Information System Design

The main goal of this research is to develop a methodology for designing management information system in an institution. It is aimed to reveal that the subsystems to be included in system model can be foreseen by using the performance indicators established in the strategic plan. The other objectives are to design the subsystems within the information layers by creating a knowledge base according to the subjects of information to be produced and to adapt the systems engineering and project management approaches in the methodology. The proposed methodology was implemented for the Turkish Statistical Institute. As a result; it was found that the system model determined after searching the current situation and requirements is fully compatible with the foresight. In addition; it was concluded that the creation of a knowledge base contributes to improve the system for its transition to a decision support system.
