Şangay İşbirliği Teşkilatı (ŞİT), kurulduğu 2001 yılından bugüne sergilemiş olduğu hızlı gelişim seyri ve ses getiren bildirilerin seslendirildiği bir platform olma yönüyle dikkatleri üzerinde toplamıştır. Kökeni Şangay Beşlisi isimli topluluğa dayanan ŞİT, ortaya koyduğu hızlı kurumsallaşma süreciyle ve ses getiren bildirileriyle bölgesel işbirliği teşkilatı olmanın ötesine geçmiştir. ŞİT’in bildirilerinde en öne çıkan mesajı, tek kutuplu dünyanın bugünkü sorunları çözmede yetersiz kalmaya mahkûm olduğudur. Bu mesaj, uluslararası ilişkilerde yeni bir işbirliği modeline olan ihtiyaca işaret etmiştir. Bu vurguya ilave olarak ŞİT, kendisinin bu yeni işbirliği modelini temsil ettiğini duyurmuştur. Dünyanın uluslararası ilişkilerde yeni bir model ihtiyacının belirgin olduğu günümüzde, ŞİT’in bu mesajı, bu teşkilatı uluslararası sahada yeni bir model sunma yönüyle irdelenmeye değer bir konu kılmaktadır

The Shanghai Cooperation Organization (SCO) was established initially as the Shanghai Five in 1996. The Shanghai Five was transformed into the Shanghai Cooperation Organization (SCO) in 2001. SCO has caught the attention of the world public through its rapid development beginning from its founding days in 2001 and being a platform of declarations of the need for a new model of cooperation in international relations. SCO has managed to represent a more comprehensive entity reaching beyond the structure of a regional organization through its accomplishments in terms of rapid organizational development and its agenda-setting declarations delivered at its yearly summits. One of the most remarkable has been the SCO’s message that “unilateral action cannot resolve the existing problems”. This message is a manifestation of the need for a new model of international relations. The SCO also has declared that it represents a new model of international cooperation. It is a fact that the world is in need of a new model for cooperation in international relations. This need makes the SCO’s messages a subject worth studying in detail
