ÖZET : Bu çalışma 1982-1989 yılları arasında Erzurum ilinde uygulanan Erzurum Kırsal Kalkınma Projesi'nin (EKKP) tarımsal yayımla ilgili kısmının, Tarımsal Yayımda Program Planlama İlkeleri açısından değerlendirilmesi amacı ile yapılmıştır. Bu çalışmanın sonuçları aşağıdaki gibi özetlenebilir: EKKP esas itibariyle Erzurum ilinde tarımın gelişmesinde ve tarımla uğraşan kişilerin sosyo-ekonomik yönden kalkınmasında etkin olarak kullanılabilecek bir araç olarak düşünülmüştür. Ancak bu tür projelerin etkin olabilmesi için uygulanacağı yerlerde geçerli olan koşullara ve program planlama ilkelerine uygun olarak hazırlanması gerekir. EKKP'nde alt yapı hizmetleri, program hedeflerine uygun olarak gerçekleştirilmesine karşın, çiftçinin gelirini artırmaya yönelik kredi ve tarımsal yayım hizmetlerinde beklenen etkinlik sağlanamamıştır. Proje hazırlanırken, bazı program planlama ilkelerinin göz önünde bulundurulmaması ve projede benimsenen Eğitim ve Ziyaret Sistemi'nin yöre şartlarına uygun olmaması projenin başarısını etkileyen önemli faktörler olarak ortaya çıkmaktadır.   EVALUATION OF ERZURUM RURAL DEVELOPMENT PROJECT WITH RESPECT TO PROGRAM PLANNING PRINCIPLES IN AGRICULTURAL EXTENSION   SUMMARY: This study has been undertaken to evaluate the agricultural extension component of the Erzurum Rural Development Project (ERDP) which was implemented between the years 1982-1989 from the point of view of the principles of program planning in extension. The results of this study can be summarized as follows: ERDP has been thought to be an effective instrument that can be used to improve the living standard of the rural people in the province. This kind of projects must be compatable with the local conditions and the principles of program planning in extension so that they can be effective. Rural infrastructure component of the project can be regarded as successful. But the credit and extension components that are aimed at increasing the income of the farmers have not been fully successful. It has been concluded that some of the program planning principles have not been taken into consideration during the planning phase of the project, and the training and visit system of extension has not been compatible with the local conditions. These problems hindered the effectiveness of the project.
