Cumhuriyet Halk Partisi-Basın İlişkileri (1929-1938)
Günümüzde basın çok güçlü bir kurumdur. Yasama, yönetim ve yasama sisteminden sonra dördüncü büyük güçtür. Demokratik rejimlerde basının daha büyük bir önemi vardır. Çağdaş uygarlığın bir göstergesi olan basın özgürlüğü elbette kolay yaratılmamıştır. Basın özgürlüğü uzun ve zorlu bir süreçten geçerek bugünkü durumunu almıştır. Basın özgürlüğü bir ülkedeki rejim hakkında bize ipuçları verir. Yönetimin bakış açısı özgürlüğün elde edilmesinde belirleyici bir faktör olduğu sürece, basının yönetimle olan ilişkileri özgürlük niteliğini kazanabilmesinde büyük önem taşımaktadır. Türkiye'yi incelediğimizde özellikle 1925-1929 yılları arasında, Anayasal Kanunlardan dolayı olağanüstü hal durumunda idi. 1929-1931 yılları arası basında özgürlüğün kazanılabilmesinde çok önemli bir dönem olarak kabul edilmiştir. Bu dönemdeki gazeteleri incelediğimizde özgürlüğün hayata geçirilmesi adına zengin örnekler görebilriz. Maalesef bu dönemdeki gelişmeler, özellikle 19321'deki basın yasası, basının kontrol edilmesi girişimlerine güç verdi. 1931-1938 yılları arasında bazen basının, önemli haberlerle yönetimi zor duruma düşürdüğü görülmüştür, fakat genellikle basın ve yönetimin arasındaki ilişki Cumhuriyet Halk Partisi (CHP)'in istediği gibi idare edildi.
The Relations of CHP with the Press (1929-1938)
The press is a constantly power-gaining institution in today's world. It is even regarded as the fourth important power after legislation, governance, and judicial system. The press has more importance in democratic regimes.Certainly, gaining liberty of press, which is one of the indicators of contemporary civilization, did not happen easily. Liberty of press was gained at the end of a long and contestant process. Liberty of press gives clues about the regime, in a country. The relationship between the press and government plays an important role to settle the nature of liberty of press, as the attitude of the government is the determining factor in gaining such liberty. When we examine the Turkish case, especially from 1925 to 1929, there was an extraordinary period due to Public Order Law. The period, between 1929 and 1931, has been accepted as a very important and live period for the liberty of press. By examining the newspapers in that period, it is possible to see rich examples of the practice of that liberty. Unfortunately, the developments in that period gave rise to attempts to control the press, especially by Press Law in 1931. In the period between l931 and 1938, from time to time, it was observed that newspapers forced the government by the news for important subjects; but most of the time the relationship between the press and the government was led in a way that Republican People's Party (CHP) wanted.
