ULUSAL HESAPLAR VE ORMANCILIK SEKTÖRÜ

Bu çalışmada öncelikle ulusal hesapların tanımı ve bileşenleri ayrıntılı olarak açıklanmış ve belli başlı ulusal ve uluslararası sistemler ve uygulama örneklerine değinilmiştir. Ardından, Türkiye ulusal hesaplarında ormancılıkla ilgili mal ve hizmetlere geçmişten bugüne değin hangi kapsam, yaklaşım ve yöntemlerle yer verildiği açıklanmıştır. Orman kaynaklarının odun ve bazı odundışı (tâli) ürünlerin parasal olarak ulusal ölçekte muhasebeleştirilmesi, bazı önemli sorunlara rağmen, oturmuş bir yapıya kavuşmuş görünmektedir. Ancak, ormandan sağlanan odun ve odundışı ürünler ile çevresel hizmetlere ilişkin uydu hesapları uygulaması bir boşluk olarak kendini hala göstermektedir. Bu arada, ilgili alanlarda kurumsal işbirliği, bilimsel çalışma ve istatistiki kayıt ve tahminlerdeki yetersizlik, orman mal ve hizmetlerinin ulusal hesaplara daha doğru ve gerçekçi yansıtılması yolunda aşılması gereken çok ciddi bir sorun olarak karşımıza çıkmaktadır.

NATIONAL ACCOUNTS AND FORESTRY SECTOR

In this investigation, firstly the definition and  components of the system of national accounts are explicated, and major national and international systems and applications are examined. Then, information and explanation are provided as to the scope and approaches that have been adopted to incorporate forest-related goods and services into the system of national accounts in Turkey to date. Despite certain important problems, the Turkish national monetary accounting for wood and nonwood products of forests appears to have reached a fairly established structure. Yet there still is a gap of satellite accounts application for wood and nonwood products and nontimber services of forests. Meanwhile, the inadequacy in institutional cooperation and statistical records and estimations stands to be a serious obstacle to overcome in the way of more realistic and correct incorporation of forest  goods and services into the national accounts of Turkey.
