TÜRKİYE’NİN YEREL VE BÖLGESEL OTORİTELERİ İHRACATADAYALI KENTSEL REKABETİ ÖNEMSİYOR MU?

Ekonomik globalleşme, yerel dinamikleri doğrudan etkilemiş ve rekabetin yeni bir formu olan kent rekabetçiliğinin literatürde kendisine yer bulmasını sağlamıştır. Kent rekabetçiliğine yönelik çalışmalar yapılmış olmasına rağmen, yerel ve bölgesel otoritelerin kent rekabetçiliğine olan katkıları hâlâ önemli bir araştırma boşluğudur. Bu çalışmada, rekabetçilik göstergesi olarak “ihracat” kavramına odaklanılmış ve Türkiye’deki kentler 2015-2017 yılları arasındaki ihracat değerlerine göre TOPSIS yöntemi ile analize tabi tutulmuştur. İlk on sırayı İstanbul, İzmir, Bursa, Gaziantep, Kocaeli, Trabzon, Mersin, Ankara, Manisa ve Hatay illeri paylaşmaktadır. Bu illerin belediye, ticaret-sanayi odası ve bölgesel kalkınma ajansı gibi otoriteleri tarafından hazırlanan Stratejik/Bölge Planlarında rekabetçiliğe ilişkin vurgular içerik analizi ile irdelenmiştir.

Do Turkish Local and Regional Authorities Attach Importance to Export Based City Competitivenes

Economic globalization has directly influenced local dynamics and ensured that city competitiveness,which is a new form of competition, takes its place in the literature. Although there are many studies on urbancompetitiveness, contribution of local and regional authorities to city competitiveness is still an importantresearch gap. This paper focused on the concept of “export” as an indicator of competitiveness and cities inTurkey were subjected to analysis using TOPSIS method based on export values between 2015 and 2017.According to the results of the analysis, top ten cities are Istanbul, Izmir, Bursa, Gaziantep, Kocaeli, Trabzon,Mersin, Ankara, Manisa and Hatay, respectively. Content analysis was also conducted to find out whether thereis an emphasis on competitiveness in Strategic and Regional Plans created by local and regional authoritiessuch as the municipality, chamber of commerce and industry, and regional development agency.
