Osmanlı ve Rusya İmparatorlukları, iki komşu devlettir. Bu iki devletin, devlet geleneği ve kültürel açıdan farklı özelliklere sahip oldukları görülmektedir. Yakın tarih içinde de iki devlet önemli farklılıklara sahiptir. Osmanlı İmparatorluğu’nun gücünün zirvede olduğu dönemde, Rusya yeni gelişim gösteren bir devlettir. Takip eden dönemde Osmanlı İmparatorluğu, Avrupa karşısında gücünü korumaya çalışırken; Rusya Avrupa’da kendisine yer edinmeye çalışmaktadır. Ayrıca iki devletin Batı karşısındaki konumlarını güçlendirebilmek için uyguladıkları modernleşme uygulamaları da önemli değişikliklere neden olmuştur. Tüm bu gelişmeler iki devlet açısından diplomasi kavramının önem kazanmasına yol açmıştır. Bu çalışmada modern öncesi dönemde, iki devletin diplomasi alanında yaşadığı gelişmeler incelenmektedir. Hariciye Nezaretleri oluşturulmadan önceki geleneksel diplomasi döneminde, iki devlette diplomasi alanında yaşananlar, Osmanlı ve Rus tarihi karşılaştırılarak ele alınmaktadır.

The Ottoman and Russian Empires are two neighboring states. These two states have different characteristics in terms of state tradition and culture. In recent history, the two states have prominent distinctions, as well. At the peak of the Ottoman Empire’s dominance, Russia was a newly rising state. In the following period, the Ottoman Empire was trying maintain its power against Europe; Russia’s endeavor was to establish herself in Europe. Also, the modernization practices implemented by the two states in order to strengthen their position against the West, caused tangible changes. All these developments led to the significance of the concept of diplomacy for both states.In this article, the developments experienced by the two states in the field of diplomacy in the premodern era are examined. During the traditional diplomacy period, before the Ministry of Foreign Affairs were established, developments in the field of diplomacy in the two states are discussed by comparing the Ottoman and Russian history.
