SAĞLIK FİNANSMANINI DEĞERLENDİRME ÖLÇÜTLERİ

Bu çalışmanın amacı ülkemizde ve dünyada son yirmi yıldır yoğun bir şekilde tartışılmakta olan sağlık finansmanını özel bir teorik değerlendirme çerçevesi ile ele alıp incelemektir. Bu amaçla çalışma, önce sağlık finansmanı amaçlarını ve işlevlerini tanımlamaktadır. Daha sonra, sağlık finansmanı amaçlarına ulaşılıp ulaşılamadığını değerlendirebilmek için sağlık ekonomisi ve sağlık politikası yazınında sıkça kullanılan dört ölçüt ele alınmaktadır. Bu ölçütler; tüm nüfusa sağlık güvencesi sağlamak ve sağlık hizmetlerine erişim, sağlık hizmetleri finansmanında adalet ve gelirin yeniden dağıtılması, sağlık hizmetleri finansmanında verimlilik ile sağlık hizmetleri finansmanının sürdürülebilirliği ölçütleridir
