Belediyeler vatandaşa en yakın yerel yönetimlerden biridir. Belediyeler bölgelerindeki insanlara hizmet etmek için artan bir şekilde bilgi teknolojilerinden yararlanmak istemektedir. Günümüzde aynı anda çok sayıda kişiyi bilgilendirmek ve hizmet vermek için Internet sitelerini kurmaya başlamışlardır. Bu Internet siteleri vatandaşlara bilgi alma müracaat etme, şikayet ve dileklerini iletme imkanı vermektedir. Ancak tüm belediyelerin Resmi Internet sitesi bulunmamaktadır. Internet siteleri üzerinden verilen hizmetler de aynı değildir. Belediyelerin Internet sitesi sahipliği illerde yüksek ilçelerde ise düşüktür. Ayrıca bu farklılık bölgelere göre de değişmektedir. Internet sitesi sahipliğine etki eden çeşitli faktörler vardır. Internet kullanımı, okuryazarlık oranı, nüfus ve gelişmişlik farkının, Internet sitesi sahipliğini etkilediği düşünülebilir. Bu çalışma Türkiye’deki belediyelerin resmi Internet sitesine sahip olmaları ile gelişmişlik arasındaki ilişkiyi ortaya koymak amacıyla yapılmıştır. Gelişmişlik ölçüsü olarak AB istatistiksel bölge sınıflandırması olarak bilinen NUTS sistemi ve ilçelerin sosyo-ekonomik gelişmişlik göstergeleri kullanılmıştır. Çalışmada sadece resmi Internet site sahipliği incelemiş, tanıtım amaçlı ve kişisel siteler dikkate alınmamıştır. Elde edilen sonuçlar il, ilçe ve beldelere göre sayısal ve istatistiksel olarak incelenmiştir. Bu sonuçlara göre il, ilçe ve belde belediyelerinin internet sitesi sahipliği ile gelişmişlik seviyeleri arasında anlamlı ilişkiler bulunmuştur.

Municipalities are one of the local governments which are the closest to citizen. Municipalities want to benefit from information technologies rising tendency to serve people in their region. They have begun to install the internet websites to acquaint and serve more people. The internet websites enable to citizens to obtain information, to application and to complain and wish. The numbers of municipalities which have formal internet websites are high in provinces and are low in counties. Also, this difference varies in according to regions. It could be considered that usage of internet, literacy ratio, and population and inter-regional differences in terms of development influences the ownership of internet websites of municipalities. The aim of this study is to find out the relation between development and municipalities which have formal internet websites in Turkey. The NUTS systems which are known as AB statistical region classification and the socioeconomic development indicator of counties are used as development scale. The obtained results were investigated as numerical and statistical according to province, county and community. According to those results, there is a relation between development and municipalities which have formal internet web sites of province, count and community.
