VDMK. ler, VDMK. çıkarma yetkisine sahip ihraççıların kendi işlemlerinden doğmuş alacakları veya yine tebliğde belirlenen şekil ve şartlarda temellük edecekleri alacaklar teminat gösterilmek suretiyle çıkarılan, Kurulca kayda alınarak ihraç edilebilen kıymetli evraktır.Kurul VDMK. lerin zorunlu unsurlarını belirleyerek asgari şekil şartlarını hüküm altına almış ve ayrıca çıkarılmasına konu olabilecek alacak türlerini, çıkarabilecek kuruluşları çıkarılmasında alacakların temellükü, vekalet, garanti ve saklama sözleşmesi ve fonlar ilgili hususları ve kurul kaydına alınmasına ilişkin esasları da söz konusu tebliğde ayrıntılı bir şekilde düzenlemiştir
