Bilgi İletişim Teknolojilerinin Demokrasi İçerisinde Kullanımı ve Dijital Demokrasiye Geçiş

Demokrasi çok derin boyutları olan büyük bir serüvendir ve bu yüzyılda da demokrasi kendi rotası boyunca ilerlemeye devam etmektedir. Ancak her serüven gibi demokrasi de modern çağın etkisi altında kendisini yenilemeye ihtiyaç duymaktadır. Bugün demokrasi kavramını yeni yaşam koşullarına göre tekrar ele alıyoruz. Bu noktada internetin demokrasinin tekrar tanımlanmasında büyük bir rolü olduğunu söyleyebiliriz. Eğer bu çağda teknolojik gelişmelere kapıları kapatmak imkânsız ise dijital dünya algısı içerisinde demokrasiyi yeniden tanımlamak gerekecektir. Diğer yandan bilindiği üzere siyasi katılım demokrasi içerinde önemli bir role sahiptir. Ancak siyasi katılımın önünde engelli olma, yaşlılık ya da mesafe gibi pek çok zorluk ya da engel bulunmaktadır. Dahası bilgi eksikliği dahi siyasi katılım önünde ciddi bir engel olarak görülebilir. Bu noktada dijital demokrasi engelli olma, yaşlılık ya da mesafe gibi tüm engellerin kaldırılması ve siyasi katılım oranlarının artırılmasını önermektedir. Bununla birlikte güvenliğin sağlanması gibi ciddi sorunlar karşısında dijital imkânların kullanılması kolay olmayacaktır

Democracy is a big adventure which has deep dimensions and in this century, democracy proceeds to go through its route. However, it needs to innovate itself under the effection of modern era, like in every adventure. Today, we reconsider democracy conception in the light of new life conditions. In this point, it can be said that internet is a huge role on redefi nition of democracy. If it is impossible to close doors against technological developments in this era, redefi niton of democracy will be necessity in the context of dijital world. On the other hand, as we know political paricipation has a key role in the democracy. However, there are many diffi culties or obstacles to participate political process, like disabling, agedness or distance. Furthermore, even lack of information can be seen a serious barrier in front of the political participation. In this point, dijital democracy offers to take all drawbacks such as disabling, agedness or distance and to augment political participation rates. Nevertheless, it will not be easy to practise dijital facilities against severe challenges like providing security
