Küçük ve Orta Ölçekli İşletmeler (KOBİ) ulusal ekonominin temelini oluşturur. Ülkemizde toplam işletme sayısının %98,9’u bu tür işletmelerden oluşmaktadır. ABD ve AB ülkelerinde de durum aynıdır. Türkiye'de imalat sanayinde çalışanların %99,5’i KOBİ'lerde çalışmaktadır. Diğer yandan Küçük ve Orta Ölçekli İşletmelerin sosyal hayata katkıları da önemlidir. Bu nedenle öncelikle bu tür işletmelerin tanımlarını belirlemeliyiz. Birçok tanım vardır. Genel kanı 10–50 işgören çalıştıran işletmeler küçük, 50–250 işgören çalıştıranlar ise orta ölçekli işletmeler olarak kabul edilmektedirler

Small and Medium Sized Enterprises (SMSE) are the main part of the national economy. In our country, the 98,9 percantage of the businesses consist of those Small and Medium Sized Enterprises. It is same for the countries of ABD and AB. The 99,5 percantage of the people who work in the product industries in Turkey, work in those Small and Medium Sized Enterprises. On the other hand, Small and Medium Sized Enterprises are also beneficial for the social life. Because of that fact, the definitions of those Small and Medium Sized Enterprises should be stated firstly. There are many definitions. Generally, the companies that employ in between 10 and 50 workers are small sized enterprises, in between 50 and 250 are medium dized entreprises
