Dijital Çağda Devlet Memurlarının Eğitimini Yeniden Düşünmek

Dijital çağ pek çok ülkenin eğitim anlayışı, süreçleri ve yöntemlerinde paradigma değişimine yol açtı. Bu paradigma değişikliği sadece çalışma hayatı öncesi dönemdeki öğrenci-öğretmen ilişkilerinde değil, ayrıca memurların eğitiminde de görülmeye başlandı. Çalışmanın amacı; devlet memurlarının eğitimlerinin Kitlesel Açık Çevrimiçi Dersler (KAÇK) yoluyla gerçekleştirilmesinin kalite, maliyet ve zaman boyutlarından daha etkin olabileceğinin gösterilmesidir. Çalışmanın yöntemi kapsamında kamu kurum ve kuruluşlarında memurların eğitimlerinden sorumlu birimlerin sorumlularıyla yüz yüze mülakatlar gerçekleştirilmiştir. Elde edilen verilerle, KAÇK’ların memurların eğitimleri için kullanılabilecek etkili bir eğitim yöntemi olduğu sonucuna varılmıştır.

Rethinking of The Education for Civil Servants in The Digital Age

The digital age has led to paradigm shifts on educational perspective, the processes and the methods of many countries. The paradigm shift was not only seen in student-teacher relations corresponding to the pre-working period but also has happened in the training of civil servants. The purpose of this study is to show that MOOCs are much more cost, time, and quality effective on the education of civil servants, in comparison to the traditional education channels. With respect to this study, the research tool is face-toface interviews with the bodies, which are responsible for the education of the civil servants in the public institutions. With the data obtained, the study concludes that MOOCs are an effective education method that can be used for the training of civil servants.
