ULUSLARARASI İKLİM DEĞİŞİKLİĞİ MÜZAKERELERİ: ÇEVRE DUYARLILIĞI MI YOKSA YENİ BİR ULUSLARARASI REKABET ALANI MI?

Çevre konuları popüler olmadan önce daha çok teknik uzmanların ilgi alanına girmesine rağmen, son 30 yıldan beri sıklıkla uluslararası gündemde yer almaktadır. 20. yüzyılın ikinci yarısından itibaren, iklim değişikliği çevre konuları içerisindeki tartışmalarda en önemli konu olarak ortaya çıkmış ve uluslararası toplumun gündemini işgal etmeye başlamıştır. Gerçekten de iklim değişikliği, uluslararası aktörlerin müzakerelerinde uzun süreli ve devamlılık arz eden tartışmaların yaşandığı bir konu olmuştur. Bu bağlamda, bu makale, iklim değişikliği müzakerelerinde, aktörlerin, kendilerine en kazançlı pozisyonu getirecek hamleleri yapan birer satranç oyuncusu gibi davrandıklarına iddia etmektedir. Bu anlamda, uluslararası iklim değişikliği politikası ile kilit aktörlerin küresel iklim müzakerelerindeki pozisyonları arasındaki ilişkiye odaklanılacaktır.

INTERNATIONAL CLIMATE CHANGE NEGOTIATIONS: ENVIRONMENTAL CONCERN OR A NEW INTERNATIONAL COMPETITIVENESS AREA?

Environmental topics have appeared more and more frequently on the international agenda over the last three decades although this subject has been drawn attention to technical experts working on this issue before being popular. Since the last half of the 20th century, climate change has been known as the most important issue in the environmental topics and this issue occupied the agenda of international community. Indeed, it is an issue of continuous and long-lasting debates in the negotiations of international actors. Within this context, this article argues that in climate change negotiations, countries act like a chess player who is trying to make moves that will bring the most profitable position. In this sense, the relationship with the international climate change policy and key actors’ positions on global climate negotiations will be focused.
