Bu çalışma 2009 yılında özelleştirme kapsamına alınan Türkiye Şeker Fabrikaları Anonim Şirketi’ne bağlı 25 fabrikanın 1994-2009 dönemine ait ara malı ve nihai mal üretim etkinliğini, panel veri setine dayanan Malmquist Endeksi kullanarak incelemiştir. Çalışmanın bulgularına göre söz konusu fabrikaların 1994-2009 yılında ara malı ve nihai mal üretiminde özellikle teknolojik etkinlik açısından gerileme yaşadığı, özelleştirme sürecinin başladığı 2009 yılında ise bu gerilemenin daha da arttığı tespit edilmiştir. Çalışmada elde edilen sonuçlar özelleştirmenin gerekçesi olan kamuya ait işletmelerin etkinsizliği iddiasının yetersizliğini ve etkinsizliğin büyük ölçüde fabrikaların teknolojik gerilemesinden kaynaklandığını göstermiştir. Buna ek olarak özelleştirme sürecinde ortaya çıkan etkinlik kayıplarının ise sorunu daha da ağırlaştırdığı sonucuna ulaşılmıştır

This study analyzes the efficiency of production of intermediate and final goods of 25 sugar factories owned by The Corporation of Turkish Sugar Companies and which have been in the privatization process since 2009, for 1994-2009 period within the framework of Malmquist Index based on panel data set. The results of the study show that factories particularly have had a technological inefficiency in the production of intermediate and final goods between the period of 1994-2009 and this inefficiency increased even more in the beginning of the process of the privatization, i.e. 2009. Therefore, the findings of this study indicate that the claim of public owned companies being inefficient which is the rationale for privatization, is inadequate and shows that the inefficiency is largely based on technological regressions in the factories. Furthermore, it is concluded that the efficiency losses of factories during the period of privatization have further aggravated the problem
