Çin'in barışçıl yükselişine muhafazakar-realist " çözümler "

Çin'in çarpıcı yükselişi, içinde bulunduğumuz yeniden yapılanma döneminin en önemli gelişmelerinden biridir. Çin'in küresel ekonominin atölyesi haline gelmesine bağlı olarak eriştiği iktisadi güç büyük ilgi uyandırmaktadır. Ülkenin yükselişi sırf kendi geleceğine değil, kapitalist dünya-ekonomisinin geleceğine ilişkin birçok soruyu akla getirmektedir. Çin'in dünya-sistemine geri dönüşü, özellikle bu ülkenin eski yasalları olan devlederle Soğuk Savaş döneminde yakın bir işbirliği geliştirmiş olan ABD'yi ilgilendirmektedir.Bu çalışma ilk olarak ABD-Çin ilişkilerini muhafazakâr realist bakış açısıyla anlamaya çalışan, politika önerilerinde bulunan belli başlı düşünürlerin görüşlerini ortaya koymayı amaçlamaktadır. Çin'in izlediği "barışçıl yükselme" siyasetinin samimiyetinden duyulan şüpheler üzerinde yükselen muhafazakar realist yaklaşımlar, bu ülke ile ABD arasında bir gerilim yaşanmasının kaçınılmazlığına vurgu yapmaktadırlar. Ortada geç kalkınan, ihtiraslı bir güç vardır ve bu gücün geçmişteki örneklerden(Almanya, Japonya) farklı hareket etmesi için herhangi bir sebep yoktur. Sorun böyle konulunca, ortaya atılan politika önerileri de ABD'nin hegemonik konumunun sürdürülmesi ve pekiştirilmesi doğrultusunda biçimlenmektedir. Çalışmanın son bölümünde bu yaklaşımların ABD-Çin ilişkilerinin günümüzde aldığı biçimi anlamada, gerçek resmi yakalamada ne kadar başarılı oldukları tartışılacaktır.

Conservative-realist " solutions " to China' peaceful rise

China's impressive rise as a power is one of the most important events of reconstruction period which we live in. China has reached a level of economic power by being a workshop of the global economy as a whole and this has resulted in an arousing interest amongst many as well as some questions with regards to both China's and global capitalist economy's future. This of course is especially true about U.S., who has developed close relations with China's old vassal states, during the Cold War period. perspective. Conservative realist perspectives suspicious of China's "peaceful rise policy", conclude that tension between the U.S and China is inevitable. According to these perspectives, China is a late-developing and an ambitious power and there is no reason for China to act differendy from the exemplary precedents (Germany, Japan). Once the problem is defined as such, then the policy proposals seem to go parallel with consolidation of the hegemony of the U.S. In the final part of the article, these perspectives will be evaluated with regards to the present U.S.-China relations.
