Türkiye, çeşitli zaman dilimlerinde çok sayıda planlama deneyimi yaşamıştır. Bu planlama deneyimlerinde geçmişten gelen ve o dönemde var olan koşullar çok büyük bir etken oluşturmuştur. Çalışmamızda Türkiye’de yaşanılan planlama deneyimlerinden son derece farklı olan 1963-1967 Planlı Kalkınma dönemini incelemeye çalıştık. Özellikle 1963-1967 Planlı Kalkınma dönemini diğer kalkınma planlarından ayırıcı kılan özelliklerini aydınlatmaya çalıştık. Şüphesiz Türkiye’de 27 Mayıs 1960 ile başlayan süreçte ülkede yaşanılan durumlar, dışarıda yaşanan devletlerarası ilişkiler ve koşullar bu kalkınma planını çok farklı bir konuma yerleştirmiştir. Bu bağlamda çalışmamızda bu planlamanın özellikleri, amaç ve hedefleri, sonuçları ele alınıp bir bütün olarak incelenmeye çalışılmıştır.

Through various periods of time Turkey experienced a multitude of planning attempsts. In these attempts the current conditions of the given time, stemming from the past, have been of utmost importance. In this study, the 1963-1967 planned development period, which was markedly different from previous attempts, has been analyzed. The features of the afore mentioned period that marked its difference from freceeding ones were especially highlighed. The canditions of the country following 27 May 1960 and internatinal relations placed this development plan in a different position from preceding ones. This study aims to analyze the properties, purposes, goals and consequences of the plan as whole within the context referred to.
