EĞİTİM KURUMLARINA YÖNETİCİ SEÇMEDE BİR KARAR DESTEK SİSTEMİ: ANALİTİK HİYERARŞİ SÜRECİ

Türkiye’de devlet üniversitesi rektörleri Cumhurbaşkanı, fakülte dekanları ise YÖK tarafından seçilerek atanmaktadır. 6528 Sayılı Kanunla bu atama şekli MEB tarafından da benimsenmiştir. Kanuna göre okul müdürleri gösterilen üç aday arasından valiler tarafından seçilerek atanacaktır. Bu çalışmada eğitim kurumlarına yönetici seçme işlemlerinde bir karar destek sistemi olarak kullanılabilecek Analitik Hiyerarşi Süreci AHS tanıtılmaktadır. Çalışmanın teorik temelleri literatür tarama ve bütünleştirme yoluyla gerçekleştirilmiştir. AHS yardımıyla eğitim yöneticisi seçme süreci araştırmacı tarafından kurgulanan örnek kriterler üzerinde açıklanmıştır. Çoklu kriterlere göre ikili karşılaştırmalar yapmayı içeren bu yöntemle eğitim yöneticisi seçmenin güçlü ve zayıf yönleri ilgili literatür temelinde tartışılmış ve konuya ilişkin bazı öneriler geliştirilmiştir.

The Selection of Administrator for Educational Institutions: Analitical Hierarchy Process as a Decission Support System

In Turkey, university recrors for state universities have been secected by president and faculty deans have been secected by the Council of Higher Education Management too. These method has been adopted for government school principals with the law of 6528. The school pirincipals will be chosen from three candidates by the governors. In this study, as a decision support system in the process of school principal selection, Analytic Hierarchy Process AHP had been introduced. The theoretical foundation of the study was consist of literature review and integration. Practicability of AHS was showed samples described by reseacher. The strengths and weaknesses of this techniq which is a multi-criteria for school managers selecting was discussed on the base of the relevent literature and some recommendations were developed
