İSRAİL-GÜNEY SUDAN İLİŞKİLERİNİN SİYASAL EKOLOJİSİ

Bu çalışma, İsrail Devleti ile Güney Sudan Cumhuriyeti arasındaki ilişkilerin siyasal ekoloji bağlamında bir analizini içermektedir. İsrail topraklarında, başta su kaynaklarının azlığı ve kirliliği olmak üzere, bir dizi ekolojik tahribatın baş gösterdiği ve İsrail’in özellikle Nil Havzası’ndaki Afrika devletleri ile ilişkilerinde bu sorunların etkili olduğu bilinmektedir. Nil Havzası’nın yaklaşık yüzde 20’sine tekabül eden Güney Sudan, bu anlamda İsrail’in su sorununu uzun vadede çözüme kavuşturabilecek bir alternatif olarak görünmektedir. Ancak İsrail-Güney Sudan ilişkilerinde su sorununun birincil faktör olup olmadığı tartışmaya açıktır. İki devletin ekolojik faktörleri aşan bir siyasal ve askerî işbirliği içerisinde olduğu gözlenmektedir. Dolayısıyla, ekolojinin İsrail-Güney Sudan yakınlaşmasını açıklama gücü, ekolojik baskılar ile siyasal-askerî stratejilerin bir arada değerlendirilmesine bağlı olacaktır.

THE POLITICAL ECOLOGY OF ISRAELI-SOUTH SUDANESE RELATIONS

This paper aims to analyse the relations between the State of Israel and the Republic of South Sudan in the context of political ecology. It is a well-known fact that Israel faces a series of environmental degradation problems, notably water scarcity and pollution, and those problems affect the country’s relations with African states in the Nile basin. Occupying approximately 20% of the total area of the basin, South Sudan appears to be a good alternative to solve the water problem of Israel in the long term. However, whether water problem is the principal factor in Israeli-South Sudanese relations is a disputable issue, as the two states have forged a supra-ecological political and military cooperation. To what extent the ecological factors account for the Israeli-South Sudanese rapprochement depends, therefore, on how to analyse the concomitance of ecological pressures and political-military strategies.
