Sağlık sisteminde istenilen hedeflerin gerçekleştirilmesinde finansman fonksiyonu önemli bir rol oynamaktadır. Özellikle hizmetlere erişimde hakkaniyet temelinde bir yapının oluşturulması ve hastalığın finansal riske karşı güvence sağlanması, progresif, diğer bir ifadeyle eşitlik artırıcı finansman yöntemleri ile başarılabilmektedir. Bu noktaya dikkatleri çekmek amacıyla çalışma, Kutzin (2010)in sağlık finansmanı politika analizi yapısını oluşturan üç yaklaşım ekseninde değerlendirilmiştir: (1) Sağlık sistemi fonksiyonları ve finansman fonksiyonu, (2) Sağlık finansmanı politika hedefleri ve (3) Finansman politika araçları ve politika hedeflerini etkileyen temel bağlamsal faktörler. Çalışmada yöntemsel olarak ulusal ve uluslararası literatür taraması yapılmıştır. Elde edilen bilgiler bilimsel ve yönetsel bakış açısıyla değerlendirilmiştir. Çalışmanın sağlık finansmanı politika yapıcılarına ve diğer paydaşların uygulamalarına katkı sağlayacağı düşünülmektedir.

Financing function plays a substantial role within the health system for desired objectives. In particular, forming a structure on an equitable-basis in access to services and providing protection against the financial risk of the disease can be achieved by means of progressive, in other words equality-enhancing financing methods. The study, in order to draw the attention to this point, has been evaluated in three axes of Kutzins (2010) forming the structure of health financing policy analysis approach: (1) Health system functions and financing function, (2) Health financing policy objectives and (3) Financing policy instruments and fundamental contextual factors influencing the policy objectives. In the study methodologically, national and international literature review were conducted. The information obtained has evaluated by scientific and managerial viewpoint. It is expected that the study will contribute to the health financing policy makers and other stakeholders applications.
