TÜRK DEMOKRASİSİNDE KAYIP HALKAYI KEŞFETMEK: Türkiye Örneği Üzerinden Sosyal Sermaye - Demokrasi Bağlantısını Yeniden Düşünmek

Muhtelif çalışmalarca ortaya koyulduğu üzere Türk demokrasisi pek çok açıdan maluldür. Türkiye'de demokrasinin söz konusu mahiyetine ilişkin çeşitli açıklamalar getirilmekle beraber sosyal sermaye-demokrasi ilişkisi yazın içerisinde yeterince yer bulamamıştır. Coleman, Bourdieu ve Putnam gibi farklı isimlerin katkılarıyla şekillenen sosyal sermaye olgusundan farklı disiplinlerce çeşitli bağlamlarda faydalanılmaktadır. Literatürde sosyal sermaye-demokrasi arasındaki bağ kuramsal düzeyde uzun süredir tartışılmaktadır. Bu çalışmada Türkiye için sosyal sermaye olgusu siyasal kültür ve sivil toplum bağlamında değerlendirilmiş ve sosyal sermaye rezervleri üzerinden bir demokrasi okuması yapılmaya çalışılmıştır. Bu amaçla Türkiye örneğinde sosyal sermaye-demokrasi bağını keşfetmek için Hürriyetler Evi, Dünya Değerler Araştırması, Türkiye İstatistik Kurumu ve İçişleri Bakanlığı kaynaklı betimleyici istatistiklere yer verilmiştir. Yapılan analizler ışığında Türkiye'de sosyal sermayenin düşük seviyelerde kaldığı tespit edilmektedir. Türkiye'de sosyal sermeyeninin söz konusu durumu ise devletin sivil alana sınırsız müdahalesi ve bu çerçevede sivil-asker ilişkilerinin niteliği ile açıklanmıştır.Ayrıca bu çalışma ile Türkiye'de köprü oluşturan sosyal sermaye (bridging social capital) oranlarının düşük düzeylerde kaldığı tespit edilirken, yakın ve samimi ilişkilerden neşet eden bağlayıcı sosyal sermayenin (bonding social capital) görece daha yüksek düzeylerde olduğu bulgulanmıştır.

Turkish democracy is flawed in many angles, as has been expressed in various studies. Although there are a number of explanations regarding the above mentioned flawed nature of democracy in Turkey, the linkage between social capital and democracy has not attracted the attention it deserves in the democracy literature. The concept of social capital, which had been created by the contribution of Coleman, Bourdieu and Putnam, has been utilized by a variety of disciplines in different contexts. The relationship between social capital and democracy has long been debated theoretically in the literature. In this study, social capital of Turkey was assessed in the context of concepts such as political culture and civil society and social capital reserves of Turkey were examined to analyze democracy in Turkey. To this aim, descriptive statistics from Freedom House, World Values Survey, Turkish Statistical Institute (Turkstat), and Ministry of Internal Affairs were included in this study. Our analysis, on the whole, shows that Turkey is a country with low levels of social capital. Such low level of social capital was explained in terms of Turkish state's unlimited intervention to civil life and civil- military relations in Turkey. Besides it was found out that whereas Turkey has lower levels of social capital in terms of bridging social capital, it has higher levels of bonding social capital which stems from close and sincere associations in the society.
