Hemen her alanda olduğu gibi, kütüphane ve bilgi biliminde de hem kuramsal hem de uygulama anlamında köklü değişim ve dönüşümlere neden olan bilgi teknolojileri, alanla ilgili yazında uzun süredir temel tema olma özelliğinisürdürmektedir. Bilgi bilimi alanının esas çalışma konusu olan bilginin ana tema olarak kalması düşüncesiyle geliştirilmiş olan “teknoloji amaç değil araçtır” karşı söylemi, bilgi bilimi yazınındaki “gönüllü teknoloji misyonerliği”nin önünün alınmasına yetmemiştir. Bu karşı çıkışın haklı yönleri bulunmasına rağmen, etkisi düşünüldüğünde bilgi teknolojilerinin bütünsel değişimve dönüşümde ana etken olduğu gerçeğinin de göz ardı edilmesi mümkün değildir.

There is no area that is not affected by technology in terms of change and development. Information is the basic input and output of technology, and for this reason its name is information technology. For this reason, information centers, that main field of study is information, are the ones most affected by change. There are many aspects of this effect, from the collections of information centers to the management. In this work entitled "The Impacts of Information Technology on Information Centers and Services”, the change and affect that technology bringsto information centers has been handled in different aspects.
