Telif hakları ile ilgili yasal düzenlemeler bazı tarihi olaylar sonucunda ortaya çıkmıştır. Telif haklarınıntarihi gelişiminde en önemli etkenlerden birisi matbaanın bulunması olmuştur.Kitabın tarihçesi ileilgili tartışmalarda çekici bir konu olan matbaa, uluslararası arenada telif haklarının gelişmesinde çokönemli bir rol oynamıştır. Bu sebeple telif haklarının geçirdiği tarihsel süreci anlamak için, bu sürecingelişimini Avrupa, Osmanlı İmparatorluğu ve Türkiye ekseninde ele almak uygun olacaktır.

The legal regulations concerning copyright came into existence as a result of certain historicaldevelop ments. One of the most imp ortant agents in the historical p rocess of copyright was the introductionof printing press. The advent of the printing press, which has been a magnetic topic in the discussionsabout the history of the book , played a crucial role in the development of copyright on the globalscale. Therefore, in order to understand the historical process, it would be worthwhile to look at theevolution of copyright in Europe, in the Ottoman Empire and finally in Turkey.
