Avrupa’da Sosyal Demokrasi ve Günümüzdeki Tartışmalar

Sosyal demokrat düşünceyi, sosyalizm çıkışlı olsa da ‘kapitalizm ile demokrasi’ arasında uzlaşmayı sağlamaya yönelmiş, bu uzlaşmayı da ekonomik etkinlik ile sosyal eşitlik arasında bir dengelenme olarak tasarlamış bir yaklaşım olarak tanımlayan bu yazımızda sosyal demokrasinin bugün ortaya çıkan tıkanıklıklarına ve Avrupa’da sosyal demokrasi ile ilgili olarak devam eden tartışmalar ile farklı politika uygulamalarına değinilmekte, bu çerçevede, ‘Üçüncü Yol’ ideolojisi ve uygulamaları ile buna yönelik eleştirilere de yer verilmektedir. Bununla birlikte, gerek tartışmalar gerek farklı uygulamalar ‘Üçüncü Yol’un dışında da arayışların sürdüğünü gösterirken, bunca zengin tartışmaya karşın demokratik sol için sorunlar devam etmektedir. Yazıda bir yanda ekonominin küreselleşmesi ve değişen teknolojilere bağlı olarak istihdam yapısı ile işçi sınıfındaki değişim, diğer yanda bu değişen koşullara karşılık refah politikalarındaki daralmaya ilişkin farklı yorumlar ele alınarak birçok konuda epeyce görüş ayrılığının olduğunu ve ortaya atılan çok sayıda görüşe karşın sosyal demokrat politikaların ne küreselleşme karşısında ne de yapısal değişiklikler açısından konumunun henüz netlik kazanmadığı, bu nedenle de demokratik sol için değişen koşullarda ‘varlık’ sorununun devam ettiği sonucuna varılmaktadır.

Social Democracy in Europe and Contemporary Discussions

In this article, social democracy is defined as an approach that takes its roots from socialism but that aims at enabling the consensus between capitalism and democracy by designing that consensus as a balance between economic activities and social equality. In the framework of this article, the bottlenecks of social democracy and the ongoing debates on this issue and various policies implemented in the European context will be tackled as well as the ideology and practices of the Third Way along with the critiques aimed to it. While discussions and different practices hint at the fact that the quest for alternatives to the Third Way is going on, despite such a fertile environment of debates, problems of democratic left persist. The paper deals on the one hand with the globalization of the economy as well as the changes in the employment structure and the working class due to technological changes, and on the other, with different comments on the Welfare State’s shrinking linked to these conditions. The paper then concludes that despite numerous and diverging views, social democratic policies have failed to acquire a clear position concerning neither the globalization nor the structural changes and that because of this failure, democratic left’s ‘existence’ problem endures.
