1983’den Günümüze Türkiye’de Siyasal Parti Üyeliğinin Gelişimi: Karşılaştırmalı Bir İnceleme

Siyasal hayatın temel unsurları olarak siyasal partiler, temsili demokrasilerde çok sayıda işlev üstlenmişlerdir. Partiler bu işlevlerini gönüllü üyelik sistemine dayalı örgütleri ile gerçekleştirirler. Siyasal partilerin en hayati bileşenlerinden biri üyeleridir. Partiler için üye kaydetmenin ortak nedenleri ve yararları şu şekilde sıralanabilir: Meşruiyet, parti destekçileriyle iletişim, mali destek, gönüllü işgücü, adaylar. Örgütlü üyelere sahip olmak partiler için adeta “hazır kıtalar”a sahip olmak gibidir. Üyeler açısından bakıldığında ise, siyasal partileri destekleyenlerin süreç içinde kayıtlı üye haline gelip, üye olarak kalmalarının ortak nedenleri şöyle özetlenebilir: Siyasal bir kanaati ifade etmek, siyaset hakkında daha çok şey öğrenmek, siyasete katılmak, kişisel siyasal hırsları tatmin etmeye yardımcı olmak, sosyal ve iktisadi faydalar sağlamak. Siyasal partiler geçmişte devlet ile toplum arasında adeta yaşam kanalı olsalar da, bugün üyelik temelli bir kriz veya gerileme sürecinde bulunduklarından söz edilmektedir. Bazı siyaset bilimciler parti örgütlerindeki üç farklı unsur (iktidar aygıtı olarak parti, parti bürokrasisi ve gönüllü üyelik örgütleri) arasından ilk ikisinin sağlam kaldığını, fakat üçüncüsünün gerilediğini iddia etmektedir. Bazıları ise çağdaş partilerin kendisini destekleyenlerden farklı olarak, göreceli biçimde az sayıda üyeleri olan ya da hiç üyesi olmayan bir örgüte dönüşmüş ya da dönüşmek üzere olduğu görüşünü dile getirmektedirler Bu yazıda ilk olarak “parti üyeliğindeki gerileme” tezini Avrupa demokrasileri bağlamında mevcut durumu veri alınarak değerlendirmekte, ardından konu özellikle üyelik temelinde Türkiye örneğinde ele alınmaktadır.

Development of Party Membership from 1983 til Today: A Comparative Analysis

Political parties as crucial factors have several functions in representative democracies. Parties can realize this function through voluntary organizations based of membership. One of the core elements of the political party organizations is their members. There are many reasons and benefits for parties to enroll members and for supporters to become and remain enrolled members. Common benefits and reasons for parties to enroll members are as follows; Legitimacy, connection with supporters, financial support, volunteer labor and candidates. Common reasons for supporters to become and remain enrolled members are: to express a political conviction, to learn more about politics, to participate in politics, to help satisfy personal political ambitions, to gain social and economic benefits. Although political parties have been ‘life channels’ between state and citizens in the past, today they are often said to be in a process of crisis or decline. Some political scientists claim that among three distinct elements of party organizationthe party in public office, the party bureaucracy and the voluntary membership organizationthe first two remain strong, but the third is in decline. Others claim that contemporary party is becoming, or has already become, an organization with a relatively small number of members, or with no members at all as distinct from supporters. In this article, “party membership decline” argument firstly in European democracies and then in Turkish case is evaluated especially in terms of one of the basic elements of party organization: membership.
