Çin Halk Cumhuriyeti’nde Devamlılık Gösteren Bir Unsur Olarak Emek Sömürüsü

Çalışma, Çin Halk Cumhuriyeti’nde emeğin tarihsel olarak nasıl bir seyir izlediğini ele almaktadır. Bu anlamda 1949’dan başlayarak günümüze değin gelen süreçte Çin Halk Cumhuriyeti’nde emekçi sınıfların yaşadığı sorunların, değişimlerin ele alınması amaçlanmaktadır. Çalışmanın temel argümanı, 1949-1978 dönemleri arasında planlı ekonomi dönemi olarak ifade edilen dönemde ve 1978 sonrası açık ekonomi döneminde de emeğin sömürüye maruz kalma halinin devamlılık gösterdiğidir. Sömürü şekillerinde ve düzeylerinde farklılıklar olduğu kabul edilmekle birlikte, sömürünün devamlılık gösterdiğinin ifade edilmesi hedeflenmektedir. Kendini hala sosyalist bir ülke olarak tanımlayan, işçi sınıfını temsil ettiğini ifade eden Çin’in, pratikte ucuz işgücüne bağlı, emek sömürüsüne dayalı bir sisteme sahip olması, ciddi bir çelişki yaratmaktadır. Çalışmada, temel argümanını desteklemek için danwei adı verilen çalışma birimlerine, demir pirinç kasesi kavramına, ileriye doğru büyük sıçrayış politikasına, hukou sistemine (hanehalkı kayıt sistemi) ve bu hususların işgücüne olan etkisine yer verilecektir. Aynı zamanda Tüm Çin Sendikalar Federasyonu’na (ACFTU) ve işçi eylemlerine değinilecektir.

Exploitation of Labor as a Persistent Element in the People's Republic of China

The study deals with the historical course of labor in the People's Republic of China. In this sense, it is aimed to address the problems and changes experienced by the working classes in the People's Republic of China, starting from 1949 until today. The main argument of the study is that between the 1949-1978 periods, which is expressed as the planned economy period, and the open economy period after 1978, the exposure of labor to exploitation continued. Although it is accepted that there are differences in the forms and levels of exploitation, it is aimed to express that the exploitation is continuous. The fact that China, which still defines itself as a socialist country and represents the working class, in practice has a system based on cheap labor and labor exploitation creates a serious contradiction. In order to support its main argument, in the study will include working units called danwei, the concept of the iron rice bowl, the policy of the great leap forward, the hukou system (household registration system) and the impact of these issues on the workforce. The All China Federation of Trade Unions (ACFTU) and workers' movement will also be addressed.
