Yeşil Kamu Alımları Farkındalığı: İzmir Büyükşehir Belediyesi Örneği

Yeşil kamu alımları sürdürülebilir kalkınma hedeflerine ulaşılması bakımından doğrudan ve/veya dolaylı olarak yardımcı olabilecek politika araçlarından biridir ancak küresel ölçekte yeterli düzeyde kabul görmemiştir. Hâlbuki yeşil kamu alımları başta çevresel konular olmak üzere sosyal, ekonomik ve politik alanlarda önemli bir etki yaratma potansiyeline sahiptir. Üstelik yeşil kamu alımlarının yaratacağı olumlu etkiler “eğer böyle olsaydı” tarzı bir temenni ve/veya ihtimalin çok daha ötesinde bir anlam taşımaktadır. Mevcut koşullar içerisinde bile bazı ülkeler tarafından hayata geçirilen birtakım girişimler yeşil kamu alımlarının faydalarını gözler önüne sermektedir. Bu çalışmada, Türkiye’deki yerel yönetim birimlerinden biri olan İzmir Büyükşehir Belediyesi Su ve Kanalizasyon İdaresi Genel Müdürlüğü (Alt birim olarak Hizmet ve Yapım İşleri Şube Müdürlüğü ve Mal Alım İhaleleri Şube Müdürlüğü) çalışanlarının yeşil kamu alımları sürecine ilişkin bilgi düzeyleri ve farkındalıklarının yanı sıra bahse konu alımlar çerçevesinde kurumlarını nasıl değerlendirdikleri de analiz edilmiştir. Söz konusu analizi yapabilmek için çeşitli sorular hazırlanmış ve bu sorular toplam 25 katılımcıya yöneltilmiştir. Yarı yapılandırılmış görüşme tekniğinin kullanıldığı ve katılımcılara 25 sorunun yöneltildiği bu çalışmada, katılımcıların çoğunun yeşil kamu alımları kavramından haberdar olmadıkları sonucuna ulaşılmıştır.

Green Public Procurement Awareness: The Example of Izmir Metropolitan Municipality

Despite the fact that green public procurement (GPP) might be one of the direct/indirect policy tools that can help to reach sustainable development goals, it has not been approved adequately on global scale. However, GPP has the potential to have a significant impact on social, economic, and political areas, especially on environmental issues. Moreover, the positive effects of GPP have a meaning far beyond wishful and/or ‘what if’ kind of thinking. Even under current conditions, several initiatives of some countries demonstrate the benefits of GPP. In this study, employees’ level of knowledge, awareness and their evaluation concerning green public procurement process of their organization: Izmir Metropolitan Municipality General Directorate of Water and Sewerage Administration (Service and Construction Works Branch Office and the Procurement Tenders Branch Office as sub-units) regarding the green public procurement process was analyzed. In order to carry out this analysis, various questions were prepared and directed to a total of 25 participants via semi-structured interview method. It was concluded that majority of the participants were not aware of the concept of green public procurement.
