Milletvekilliği Adaylık Kriterleri ve 27. Dönem Milletvekillerinin Profil Analizi: Kimler Milletvekili Olabilir?

19. yüzyılda yaşanan siyasal, ekonomik ve sosyal gelişmeler sonucunda elde edilen genel oy hakkı neredeyse tüm dünya ülkelerinde demokratik süreçlerin vazgeçilmez koşulunu oluşturdu. Cinsiyet, eğitim, sosyal statü veya ait olunan sınıf gibi özellikler artık oy kullanmak ve temsil hakkına sahip olmak için bir ölçüt olarak değerlendirilmiyor. Ancak diğer sosyal ve siyasal hakların uygulanma süreçlerinde olduğu gibi ona sahip olmak ve onu kullanmak arasında farklar var. Bu çalışma, siyasal birimler tarafından temsil etme hakkının hangi koşullarda sınırlandığını, milletvekili adaylık kriterlerinin neler olduğunu ve parlamentodaki milletvekillerinin profillerini inceleyerek kimlerin temsilci olabildiğini incelemeyi amaçlamaktadır. Bunun için ilk olarak milletvekili adayı olabilmek için anayasal ve siyasal partilerin getirdiği kısıtlamalar ve kriterler incelenecektir. Çalışmanın ilerleyen bölümlerinde, milletvekillerinin cinsiyet, yaş, eğitim ve mesleğe ilişkin profillerine ilişkin veriler incelenmektedir. Yapılan analizde partilerin adaylık kriterlerinin toplumun bazı kesimlerini dışladığı ve mevcut milletvekillerinin profilinin toplumsal grupları kapsamadığı görülmektedir. Ayrıca meclisteki milletvekillerinin çoğunluğunun erkek, orta yaşlı ve sermaye sahibi olduğu görülmektedir. Bu araştırma, Türkiye'de cinsiyet, mülk sahipliği ve vergilendirme gibi kısıtlamaların kaldırılmasına rağmen, siyasi temsil açısından parlamento ve toplum arasında farklılıklar olduğunu göstermektedir. Bu da bireylerin seçilme hakkına eşit bir şekilde erişememesine neden olmaktadır.

Candidacy Criteria for Deputies and Profile Analysis of 27th Parliament: Who Can Stand as an MP?

Universal suffrage, which was gained due to political, economic, and social developments and struggles in the 19th century, has been one of the most critical dimensions of democratic processes worldwide. Gender, education, social status, or class are no longer considered criteria for voting and political representation in democratic countries. As in the implementation of any social and political rights, however, there are differences between having rights to and benefiting from them. In this respect, this study aims to investigate under which conditions the right to represent is restrained by political units, especially state and political parties, which the criteria for candidacy are necessary, and who can become a representative through examining the profiles of the deputies in the 27th Parliament of Turkey. Firstly, the study examines restrictions and criteria applied by state and political parties in order for anyone to be a parliamentary candidate. In the subsequent sections of the essay, the data on the profiles and backgrounds of the deputies relating to gender, age, education, and occupation are examined. It is seen that both the candidacy criteria of the parties exclude a part of the society, and the profile of the current parliament does not encompass all public groups and classes. In addition, this study uncovers that the overwhelming majority of the deputies in the parliament are middle‐aged, educated males and have capital. This research concludes with the observation that there are differences between the structure of parliament and society in terms of political representation, despite the removal of restrictions such as gender, property ownership, and taxation in Turkey. Consequently, despite having the right to represent, each citizen does not have equal access to it.
