Göçmenlere Yönelik Kimlik Politikaları: Kuramsal Boyutları ve Sınırlılıkları

Bu çalışmanın amacı, günümüzde kimlik kavramı ve kimlik politikaları çerçevesinde göçmenlere yönelik kimlik politikalarını belirleyen kuramsal yaklaşımları açıklamak ve bu yaklaşımların sınırlılıklarını belirlemektir. Kimlik kavramı ve kimlik politikaları farklı bakış açılarından tanımlanmakta ve farklı kapsamlarda değerlendirilmektedir. Kimlik kavramına yönelik farklı yaklaşımlar ve kimlik politikalarının nasıl şekillendiği üzerinde durulmuştur. İkinci olarak kimlik politikalarının belirleyici unsurları tespit edilmiş, etnisite ve farklılık bağlamında kimlik politikaları açıklanmıştır. Son olarak, yeni bir kimlik yaratıcısı olarak göç ve göç ile ortaya çıkan toplumsal değişimlerin göçmenlere yönelik farklı kimlik politikalarına etkisi açıklanmıştır. Çalışmada göçmen kimliği ve göçmenlere yönelik kimlik politikalarını belirleyen kuramsal yaklaşımlar bağlamında kültürel melezleşme, kültürler-arasılık ve çokkültürcülük yaklaşımlarına yer verilmiştir. Bu yaklaşımlar içerisinde özellikle göç ve kimlik literatüründe diğerlerine kıyasla daha fazla öne çıkan çok-kültürcülük yaklaşımı bağlamında göçmen kimliği ve kimlik politikalarına odaklanılmıştır. Çalışmada, literatürde var olan kuramsal yaklaşımlar araştırılmış ve bu yaklaşımların sınırlılıkları nedir sorunsalı üzerinden eleştirel okumaları ve değerlendirilmeleri yapılmıştır. Bu yaklaşımların göçmenlere yönelik politika üretme konusunda birtakım sınırlılıkları olduğu sonucuna varılmıştır.

IDENTITY POLICIES FOR IMMIGRANTS: THEORETICAL ASPECTS AND LIMITATIONS

This study aims at researching the theoretical perspectives on immigration policies which is a part of current identity politics and tries to question the limitations of these perspectives. Firstly, the study tries to clarify the conceptual meaning of identity and identity politics and handles the question of how these different definitions built up different policies. Secondly, the study handles the issue of ethnicity and difference as significant parts of identity politics. Lastly, the study tries to evaluate the fact of immigration in respect of identity discussions and tries to present how social changes resulting from immigration are handled by various political perspectives. In this respect, this study focuses on the relationship between the immigration and the identity policies in culturally diverse societies. The study gives coverage to cultural hybridity, inter-culturalism, and multiculturalism as the approaches evaluated in the context of immigration and identity and dwells on the question of how these approaches consider immigration. Much emphasis is placed on multiculturalism as a popular discussion. This study researches on the theoretical perspectives on immigration and identity politics from a critical perspective and reaches the conclusion that these theoretical perspectives have limitations on developing policies for immigrants.
