Yönetimde Yerelleşmenin Planlama Açısından Koşulları

Local authorities have the basic duty of providing well-organized and healthy living / working/ recreational areas and services for their local inhabitants. Consequently planning is on the foreground on any platform where local authorities are discussed.Decentralization trends of our age have affected Turkey as well. In 1987 a planning reform was undertaken to decentralize all rights concerning planning, and implementation. It has been over a decade that law no: 3194 is in implementation.Presently decentralization discussions are again on the agenda, because of a draft law soon to be discussed in the parliament. This article examines the negative issues in planning legislation, current failures in implementation and discusses probable models, procedures and solutions in order to enhance the decentralization process.The dimensions discussed are roles and rights of central / local authorities, technical manpower needs, auditing, metropolitan planning and new implementative measures.
