ROMA YÖNETİMİNE GEÇİŞTE MISIR’DAKİ HUKUKSAL DEĞİŞİMLER (İÖ 30-İS 14)

İÖ 30 yılında Actium Deniz savaşı zaferi sonrası Mısır, Roma’nın bir eyaleti haline geldi. Augustus için söz konusu eyalet sadece Roma’nın yabancı bir düşmana karşı kazandığı zafer değil aynı zamanda kendi iktidarını ve gücünü Roma’ya karşı kanıtladığı bir iç savaşın galibiyetiydi. Mısır, Augustus’un tüm yetkileri eline almasıyla kişisel bir alanı haline geldi. Bundan dolayıdır ki Augustus, yeni eyalette hiçbir eyalet için alınmayan tedbirleri aldı ve düzenlemeler yaptı. Eyalette, yapmış olduğu reformist icraatları Roma’nın emperyal yayılımının nitekim çarpıcı örnekleridir. Pek çok alanda değişimlerin uygulandığı Mısır’da hukuk alanında da düzenlemeler yapıldı. Bu makalede amacımız, Mısır’ın Roma Eyaletine dönüştürülmesiyle uygulanan hukuksal değişimleri değerlendirmektir. Çalışmamızda sadece İÖ 30-İS 14 yılları Augustus Dönemi’ni ele almamızın sebebi, çalışma konumuzu, Roma’nın da aynı zamanda kendi iç siyasetinde yaşadığı değişimler çerçevesinde değerlendirmektir.

IN EGYPT IN THE TRANSITION TO ROMAN RULE LEGAL CHANGES (BC 30-BC 14)

After Actium Sea War victory in 30 BC, Egypt became a province of Rome. For Augustus, the state in question was not only the victory that Rome won against a foreign enemy, but also the victory of a civil war in which it proved its power against Rome. Egypt became a personal domain with Augustus taking over all the power. That is why Augustus took the measures and regulations that were not taken for any state but in the new state. His reformist actions in the province are indeed striking examples of the imperialism of Rome. In Egypt, where changes were applied in many fields, regulations were also made in the field of law.In this article, our aim is to evaluate the legal changes implemented by the transformation of Egypt into a Roman State. The reason why we only deal with the Augustus Period between 30 BC and AD 14 in our study is to evaluate our study within the framework of the changes that Rome also experienced in its own domestic politics.
