This article deals with the problems of city planning activities in metropolitan cities and areas of Turkey. The administrative and juristical infrastructure of city planning is like a jungle: old and new, ancient and modern, central and local responsibilities and authorities crossing eaehother; are mixed and the borders are not clearly recognizable at first sight. Especially in metropolitan areas clashing often central and local authorities. This slows the planning process and so grows the problems.
