Azerbaycan Ekonomisinin Hollanda Hastalığı Açısından Değerlendirilmesi
Bir ülkenin doğal
kaynak zenginliğine sahip olması durumunda hükümetler etkin olarak
yönetebileceklerinden çok daha fazla gelir elde etmektedir. Elde edilen gelirin
etkin bir şekilde kullanılamaması durumunda bu ülkelerin büyüme performansları
doğal kaynağa sahip olmayan ülkelerin bile gerisinde kalabilmekte bir başka
deyişle ülkeler doğal kaynaklardan bekledikleri faydadan çok, zarar
görebilmektedirler. Bu durum literatürde olgunun ilk kez Hollanda için
kullanılmasına bağlı olarak Hollanda Hastalığı olarak adlandırılmaktadır.
Bilindiği üzere Azerbaycan zengin doğal kaynaklara sahiptir. Doğal kaynakların
hem toplam ihracat içerisindeki payı hem de GSYİH içerisindeki payı yüksektir.
Bu durum Azerbaycan’ın Hollanda Hastalığı ile karşı karşıya olma riskini artırmaktadır.
Bu çalışmanın temel amacı Azerbaycan ekonomisinde Hollanda Hastalığı’nın
varlığının araştırılmasıdır. Bu amaç doğrultusunda Doğrusal Olmayan Gecikmesi
Dağıtılmış Oto Regresif Model (NARDL) kullanılmıştır. Uluslararası petrol
fiyatlarındaki pozitif bir şokun uzun dönemde reel gayrisafi yurtiçi hasılayı
artırdığı; buna karşılık uluslararası petrol fiyatlarındaki negatif bir şokun
pozitif şoka göre daha düşük bir etkiyle uzun dönemde büyümeyi azalttığı
bulgusuna ulaşılmıştır. Dolayısıyla incelenen dönem açısından Azerbaycan
ekonomisinde Hollanda Hastalığı’nın ortaya çıkmadığı ifade edilebilir.

Analysis of Azerbaijani Economy in Terms of Dutch Disease
In
countries with a wealth of natural resources, governments collect much more
revenue than they can effectively supervise. As a result of the inefficient use
of this revenue, the growth performance of these countries may be lagging
behind even those without natural resources. This situation is defined to as
the Dutch disease in the literature due to the first use of the case for the
Netherlands. It is a fact that the share of natural resources in Azerbaijan
both in total exports and in GDP is high. This situation increases the risk of
facing Dutch disease in this country. The main aim of this study is to
investigate the existence of Dutch disease in the Azerbaijani economy. For this
purpose, "Nonlinear Auto-Regressive Distributed Lag" Model (NARDL) is
applied. It was found that a positive shock in international oil prices
increased long-term real GDP growth; on the other hand, a negative shock in
international oil prices decreased the growth in the long term with a lower impact
than the positive shock. Therefore, in terms of the period studied, it can be
stated that the Dutch disease did not exist in the Azerbaijan economy.Keywords: Azerbaijan, Dutch Disease, Crude Oil Prices, Real
