Tütün Osmanlı Devleti’nin en önemli gelir kalemlerinden birini teşkil etmekteydi. Düyun-ı Umumiye İdaresinin faaliyete geçmesiyle tütün devlet kontrolünden çıkmıştır. İşletme hakkını alan Reji Şirketi, köylüye, işçiye, esnafa baskıyla muamele etmiştir. 1908’de Samsun’da Reji İdaresine karşı tütün işçileri tarafından gerçekleştirilen olaylar, dönemin önemli olayları arasında değerlendirilmektedir.

Tobacco was providing great income to the Ottoman Empire. When the Public Debts Organization Düyun-u Umumiye began to work they took control of tobacco. Regie, The Administration of the Tobacco Monopoly, had the right to manage all tobacco businesses in the Empire. The Monopoly showed strong oppression to villagers, workers and guilds. In 1908, in Samsun, tobacco workers showed a big opposition to the Regie administration. The study tries to deal with the events which are considered important for the mentioned period of time.
