Türkiye’de yükseköğretimin gündemi için politika önerisi

Yükseköğretim alanı gerek Türkiye’de gerek dünyada teknoloji, ekonomi, iletişim, nüfus ve toplumsal yapıdaki değişikliklere paralel olarak önemli ve hızlı bir değişim geçiriyor. Bu değişim birtakım kavramları ve değerleri hiç olmadığı kadar ön plana getiriyor. Son yıllarda yükseköğretim ile şeffaflık, çeşitlilik, kalite, işbirliği ve rekabet kavramları bir arada kullanılıyor. Yükseköğretim sistemleri de bu değişikliklerle uyumlu bir şekilde yeniden inşa ediliyor. Bilgi toplumu çerçevesi içinde değerlendirilmeye başlanan yükseköğretim alanı, işgücü piyasası ve istihdam politikaları ve inovasyon boyutlarıyla da ekonominin temel dinamikleriyle doğrudan ilişkilendiriliyor. Bu durum ülkelerin daha çok ikili ve bölgesel işbirlikleri oluşturma ihtiyacı doğrultusunda uluslararasılaşmayı gerekli kılıyor. Bu makalenin amacı Türkiye’de dinamik bir süreç içinde devam eden yükseköğretimdeki gelişmelerin temel göstergelerinden yola çıkarak bir durum tespiti yapmak, bu göstergeler ve uluslararası eğilimlerden hareketle Türkiye’de yükseköğretim alanında olası fırsatları ve sorun alanlarını işaret etmek, öngörü ve politika önerisinde bulunmaktır. Türkiye’nin özellikle ekonomik göstergeleri bakımından dünyada yükselen bir güç olduğu birçok uluslararası platformda kabul görmektedir. Ne var ki, yükseköğretimin ekonomik sektörlerin gerekleri doğrultusunda tasarımının sistematik bir yaklaşımla ele alındığını söylemek güçtür. Türkiye’nin 2023 hedeflerine ulaşmasında yükseköğretimin lokomotif bir güç olarak değerlendirilmesi, orta ve uzun vadeli planlarda ve politikalarda uluslararası eğilimleri de dikkate alarak yükseköğretimin yasal ve yapısal olarak yeniden yapılandırılması, kapasite geliştirmede kalite güvencesi oluşturulması, insan kaynaklarının nitelik ve nicelik olarak artırılması, iyi tanımlanmış yeterlilikler çerçevesi oluşturulması ve kurumlar arasında eşgüdüm sağlanması, uluslararasılaşma stratejisinin bu paradigmalar kapsamında değerlendirilmesi gereği ortaya çıkmaktadır.

Policy proposal for higher education agenda in Turkey

Higher Education Area is going through fast changes as a result of the changes in technology, economy, communication and demographic and social structures both in Turkey and in the world. These changes underline the importance of certain terms and values more than ever before. The terms transparency, diversity, quality, cooperation and competition started to be used together with higher education in recent years. Higher education systems are being reorganised in accordance with these changes. Higher education which is started to be evaluated within the frame of information society, is also interlinked with the basic dynamics of economy though labour force, employment policies and innovation. This situation necessitates internationalization for countries in line with their need for establishing bilateral and regional partnerships. This article aims to analyse current indicators in the dynamically evolving Turkish Higher Education Area and to suggest predictions and new policies based on these indicators and international trends for the mid and long-term targets. It is accepted by many international platforms that Turkey is a rising economy. However, it is difficult to state that higher education is addressed systematically through economic perspective. Estimating higher education as the leading sector, reorganising legal and structural reforms considering international trends in the mid-long term plans, quality assured capacity building, qualitative and quantitative increase of human resources, transparently defined qualifications framework, data-based policies, coordination between the related institutions and defining internationalisation strategy around these paradigms will significantly contribute Turkey’s higher education outcomes to achieve the 2023 targets.
