Ölçme, Seçme ve Yerleştirme Merkezinin Stratejik Hedefleri ve Yeni Yönelimleri

Başlangıçta sadece yükseköğretim kurumlarına giriş için merkezi sınav ve yerleştirme yapmak üzere kurulmuş olan Ölçme, Seçme ve Yerleştirme Merkezi, yaptığı sınav sayısını yıllar içerisinde ülkenin taleplerine göre sürekli artırmıştır. Böylece, yükseköğretime giriş sınavının yanında yabancı dil seviyesini tespite yönelik sınavlar ile kamu kurum ve kuruluşlarına personel seçimi için kullanılmak üzere çok farklı alanlarda sınav yapan bir merkez haline dönüşmüştür. Bu kurum, söz konusu sınavları yapıp değerlendirmenin yanında sonuçlara göre adayların yerleştirme işlemlerini de yapmaktadır. Ölçme, Seçme ve Yerleştirme Merkezi tarafından yapılan sınavlara hemen her yıl toplamda yaklaşık 10 milyon aday katılmaktadır. Dünyada yaptığı sınav çeşitliliği, sınavlara katılan aday sayısı ve aynı zamanda yerleştirme yapması bakımından benzeri bir sınav merkezi bulunmamaktadır. Bu çalışmada 44 yıldır artan sorumluluklarını başarılı bir şekilde yerine getiren Ölçme, Seçme ve Yerleştirme Merkezi’nin geleceğe yönelik yeni hedefleri, stratejik tercihleri ve yeni yönelimleri ele alınmaktadır

Strategic Goals and New Directions of the Measurement, Selection and Placement Center of Turkey

The Measurement, Selection and Placement Center of Turkey, which was initially established to conduct central examination and placement for the entry to only higher education institutions, has increased the number of exams it conducts in line with the demands in the country within the years. Thus, besides the entrance examination for higher education, it has become an examination center for examining the foreign language level and an examination center in various fields to be used for personnel selection to public institutions and organizations. This institution makes the examinations and evaluates the candidates according to the results. Approximately 10 million candidates participate in the exams conducted by the Measurement, Selection and Placement Center almost every year. There is no other examination center in the World in terms of the variety of the exams it conducts, the number of candidates participating in the examinations, and in terms of the center’s duty of placement as well. This study deals with the new goals, strategic preferences and new directions for the future of the Measurement, Selection and Placement Center, which successfully fulfills its increasing responsibilities over the past 44 years
