GÜNEY AVRUPA REFAH REJİMİ VE SOSYAL KORUMA: KAMU SOSYAL HARCAMALARI AÇISINDAN KARŞILAŞTIRMALI BİR ANALİZ

Refah devleti, vatandaşlarına en iyi hayat standartlarını sunmayı hedefleyen, ekonomik ve sosyal alanda koruma sunan devlettir. Başka bir deyişle, refah devletlerinin temel işlevi toplumsal risklere karşı bir güvence olarak nitelendirilebilecek sosyal koruma sağlama işlevidir. Sosyal koruma toplumsal adalet, refah ve barışın gerçekleştirilmesine katkı sağlar. Refah devletinin anlamı ve refah devleti uygulamaları ülkelerin sosyal, kültürel, ekonomik ve siyasi temellerine göre başkalaşmaktadır. Anlayış ve uygulamalardaki bu farklılıklar ve ortaklıklar ise refah rejimi türlerine ilişkin tartışmaları doğurmuştur. Bu çalışmanın amacı, refah devleti rejimleri çerçevesinde Güney Avrupa refah rejimi içerisinde sınıflandırılan refah devletlerini sosyal koruma bakımından sosyal harcamalar kıstasıyla değerlendirmek ve karşılaştırmak, Türkiye’nin bu devletler içindeki durumunu ortaya koymaktır.

SOUTH EUROPEAN WELFARE REGIME AND SOCIAL PROTECTION: A COMPARATIVE ANALYSIS IN TERMS OF PUBLIC SOCIAL EXPENDITURES

The welfare state aims to provide the best life standards for its citizens and provides protection in economic and social areas. In other words, the main function of welfare states is to provide social protection which can be regarded as a guarantee against social risks. Social protection contributes to the realization of social justice, welfare and peace. The meaning of the welfare state and the welfare state practices are changing according to the social, cultural, economic and political foundations of the countries. These differences and partnerships in understanding and practice have led to discussions on the types of welfare regime. The aim of this study is to evaluate and compare the welfare states classified in the Southern European welfare regime within the framework of welfare state regimes in terms of social protection, determine the status of Turkey in these states.
