Örgütlerde Zaman Kaybettiren Faktörler: Sorunlar ve Çözüm Önerileri (Bir Kamu Kurumu Örneği)

Zaman eşsiz bir kaynaktır. Geriye dönüşümünün olanaksızlığı, kıtlığı, paha biçilmezliği, onu ikame edebilecek başka bir kaynağın olamayişı, .. bütün bu özellikler zaman kaynağının önemini anlatmaya yeterlidir. Günümüzde zaman kullanımı, geçmişte olduğundan daha önemli bir konudur. Zira bugünün çevresel koşulları, sık sık yaşanan değişimler, kısa sürelerde değişik durumların yaşanması gibi nedenler bireyler ve örgütler için üstün çabalan gerekli kılmakta ve onları zamanı daha etkin kullanma zorunluluğuyla karşı karşıya bırakmaktadır. Öte yandan etkin bir zaman yönetimi; bunun önündeki engelleri farkedebilmeyi, bu engelleri ortadan kaldırma yönünde bir istekle birlikte uygun müdaheleleri içermelidir. Kuşkusuz bu sürecin, örgütsel amaçlarla birlikte insansal tüm değerleri dikkate alarak işletilmesi gerekir. Çalışmanın amacı da budur. Konuya ilişkin olarak bir kamu kurumunda yapılan araştırma, zaman yönetimi konulu diğer araştırmalara da rehber olabilecek niteliktedir.

Time Loser Factors in the Organisations: Problems and Suggestions for Solutions (An Example of a Puplic Institution)

Time is an incomparable source. The impossibility of its turning back, its shortage, its invaluableness, the fact that it cannot be substituted with something else... All these qualities are enough to explain the importance of time as a source. Nowadays, the use of time is a more important issue than it has been in the past. Because, the reasons like the present environmental conditions, frequent changes, experiencing different situations in small amounts of time necessitate both the organizations and the individuals to make great efforts and to face the obligation of using the time more effectively. On the other hand, the effective time management should consist of the ability to notice the constraints on it, the will to remove these constraints with the appropriate interventions. Certainly, this process should be run by considering both the organizational targets and all trie human values. That is the aim of the work. A research related to the subject, carried out in a public institution can guide other researches about time management.
