Plastik Poşet Vergisi ve Örnek Ülke Uygulamaları

Plastik poşetler; ucuz, hafif ve dayanıklı olmalarından dolayı günlük hayatımızda en çok kullanılan ürünler arasında yer almakta ve her yıl yüzlerce milyar üretilmektedir. Plastik poşetler kullanışlı olmalarına rağmen çevreye birçok yönden zararlar vermektedir. Hafif olduklarından dolayı kolayca uçmakta ve rögarların tıkanmasına, görsel kirliliğe ve bitki örtüsünün zarar görmesine sebep olmaktadırlar. Bu poşetler yaban hayatı özellikle de denizde yaşayan canlılar için tehlike oluşturmaktadır. Çalışmanın amacı, ülke uygulamalarından yola çıkarak plastik poşet vergisinin çevrenin korunmasında önemli bir araç olduğunu vurgulamaktır. Ülkemizde plastik poşet vergisi ile ilgili yapılan çalışmaların sayısının çok az olmasından dolayı, bu çalışma ile Türkçe literatüre katkı sağlanması hedeflenmektedir. Bu çalışmada genel hatlarıyla plastik poşetlerden bahsedilmekte, plastik poşetlerin çevreye verdiği zararlar irdelenmekte ve plastik poşet vergisini uygulayan ülke örnekleri ele alınmaktadır. İrlanda ve Danimarka’da plastik poşet vergisi uygulaması ile plastik poşet talebinde ciddi şekilde azalmalar olmuştur. Güney Afrika’da ise uygulama orta ve uzun vadede başarısızlıkla sonuçlanmıştır.

PLASTIC BAG TAX AND PRACTICES OF SAMPLE COUNTRIES

Plastic bags are among the most used products in our daily life. Because they are cheap, light and durable, and so hundreds of billions are produced each year. Although plastic bags are useful, they cause damage to the environment in many aspects. Plastic bags can easily fly resulting from their lightness and cause clogging of the storm drain, visual impairment and damage to the plant cover. These plastic bags pose a danger for wildlife especially for marine life. The aim of the study is to emphasize that the plastic bag tax is an important tool in the context of protection of the environment in the perspective of country practices. Due to limited number of studies on plastic bag tax in our country, it is aimed to contribute to Turkish literature with this study. In this study, plastic bags are mentioned in general terms, environmental damages caused by plastic bags are examined and examples of countries applied plastic bag tax are discussed. There has been a serious decline the demand for plastic bags with the application of plastic bag tax in Ireland and Denmark. In South Africa, implementation has failed in the middle and long term.
