ÖZ20 yüzyılın ilk çeyreğinde yaşanan ve dünya düzenini sarsan savaş devletlerin ekonomik yapılarını derinden etkiledi. Bu savaşta zorunlu olarak tercihini Almanya’dan yana kullanan Osmanlı Devleti savaşın maliyetini karşılamak için müttefikinin yardımına ihtiyaç duyacaktı. Ancak savaşın sonlarına doğru gelindiğinde artık başka çareler aramak mecburiyeti hâsıl oldu. Almanya’nın da teşviki ile tarihinde ilk defa deneyeceği bir yola başvurdu. “Birinci Osmanlı İstikraz-ı Dâhilîsi” olarak adlandırılan iç borçlanma deneyimi memnun edici bir şekilde sonuçlandı. Bu süreç ekonomik boyutunun yanı sıra, toplumsal mobilizasyon açısından sosyal ve siyasi boyutları da olan bir deneyim oldu. Bu çalışmada iç borçlanma sürecinin hikâyesi bahsedilen boyutlarıyla dönemin kaynakları kullanılarak irdelendi.Anahtar Kelimeler: Savaş, İstikraz, Borçlanma, Osmanlı A SOLUTION TO THE WAR 'S COST: THE STORY OF A BORROWING ABSTRACTThe war which wAS experienced in the first quarter of the 20th century deeply influenced the economic structure of the state and shook the world order. In this war, Ottoman Empire allied with Germans mandatorily. Ottoman Empire was in need of her ally to cover the cost of the war. However, towards the end of the war , it reached a point wherr the state was obliged to seek another remedy. With the encouragement of Germany, Ottoman Empire tried for the first time in her history to get in debted to her nation. It was named "The First Internal Debt Of Ottoman , which resulted in satisfactorily. Besides the economic dimension of this process , it was an experience in terms of social and political dimensions of social mobilization. In this study, the story of the debt process was evaluated using the primary sources of the period.Key words: War, Borrowing, Ottoman
