ULUSLARARASI ÖĞRENCİ DEĞERLENDİRME PROGRAMI SONUÇLARINA GÖRE ÜLKELERİN BAŞARILARINI ETKİLEYEN EĞİTSEL GÖSTERGELER
Eğitim, ülkelerin ekonomilerinin kalkınmalarında ve uluslararası arenada güçlü bir şekilde varlıklarını sürdürmelerinde ön koşuldur. Bu araştırmanın amacı, Uluslararası Öğrenci Değerlendirme Programı sonuçlarına göre en çok ve en az başarı sergileyen ülkelerin başarılarını etkileyen eğitsel göstergeleri karşılaştırmaktır. kullanılmıştır. Araştırmada evren, PISA (2012) sınavına katılım gösteren ve 34'ü OECD'ye üye olan 65 ülkeden oluşmaktadır. Araştırma örneklemine ise, PISA (2012) sonuçlarına göre en çok (15) ve en az (15) başarı sergileyen 30 ülke alınmıştır. Araştırma için gerekli veriler, OECD (2012a; 2012b; 2014; 2015) ve UIS (2012) örgütlerinin istatistik belgelerinden sağlanmıştır. Araştırmanın belgeleri, uluslararası kabul gören yasal istatistiki belgelerden sağlandığı için veriler, geçerlilik ve güvenirlik açısından yüksek olarak kabul edilebilir. Ek olarak araştırmanın çözümlenirken, sonuçlarına göre en çok ve en az başarı sergileyen ülkelerin eğitsel göstergeleri karşılaştırılarak yorumlanması sağlanmıştır. Sonuçta, PISA sınav sonuçlarına göre en çok başarılı olan ülkeler, a) okul öncesi eğitim kademesinde brüt okullaşma oranları ve eğitim süresi, b) ilköğretim kademesinde brüt okullaşma oranları, cinsiyet eşitliği ve okul yaşam beklentisi, c) okul öncesi eğitim ve ilköğretim kademesinde öğrenci başına düşen kamu harcamaları, d) ilköğretim kademesinde hem öğretmen başına hem de sınıf başına düşen öğrenci sayısı, yıllık öğretim saati süresi, e) yükseköğretim kademesinde brüt okullaşma oranları açısından daha iyi durum sergilemektedir
EDUCATIONAL INDICATORS INFLUENCING COUNTRIES’ ACHIEVEMENTS ACCORDING TO PROGRAMME FOR INTERNATIONAL STUDENT ASSESSMENT RESULTS
Education is the prerequisite for countries to strengthen their economy, to make social progress, and to survive strongly in international arena. The aim of this research is comparing educational indicators influencing achievements of the countries exhibiting the most and the least effective performance according to Programme for International Student Assessment. In the study employs the method of document analysis. The research population was composed of 65 countries which were the participants of PISA (2012) and 34 of which were OECD members. The research sample, however, included 30 countries having the most effective (15) and the least effective performance according to PISA (2012) results. The necessary data were obtained from the statistical documents of OECD (2012a; 2012b; 2014; 2015) and of UIS (2012) organizations. Since the research data were obtained from internationally accepted legal statistical documents, they can be considered to have high reliability and validity. Additionally, the research documents constituted the data set. While analyzing the data, the educational indicators of countries with the most and the least effective performance were examined according to the Programme for International Student Assessment results, the values were compared, and thus interpretations were made. Consequently, the countries with the most effective performance according to the PISA results were in a better situation in terms of a) gross schooling rates at the stage of preschool and the duration of education, b) gross schooling rates, gender equality and school life expentancy at the stage of primary school education, c) public expenditures per student at the stages of preschool and primary school education, d) the number of students per teacher and per classroom, the annual hours of teaching at the stage of primary school education, and e) in terms of gross schooling rates at the stage of higher education
