ULUS DEVLET - YURTTAŞLIK İLİŞKİLERİ KARŞISINDA KÜRESEL BİR TAVIR ALIŞ: KOZMOPOLİTANİZM
İnsanoğlunun eski çağlardan bu yana belirli bir coğrafya yahut etnik aidiyet ile kendisini sınırlamak istememe eğilimi sıkça vurgulanan bir husustur. Kişilerin vatan olarak yeryüzünü görmesi, gittiği her yerde karşılaşmış olduğu kültürlere uyum sağlama ve beraberinde bu kültürlerle kaynaşarak bir parçası hâline gelme isteği kozmopolit bir toplum inşasını oluşturma arzusu yönünde belirleyici bir etken olmuştur. Fransız Devrimi sonrasında ortaya çıkan ulus devlet yapılanmaları, köken, etnisite, kimlik gibi unsurların tekçi bir yapı şeklinde daha güçlü olarak dizayn edilmesinin önünü açmış; yurttaşlık bağı ile de bu oluşumun hukuksal alt yapısı tamamlanmıştır. Küreselleşen dünya ile birlikte ise ulus, ülke, devlet gibi kavramlar yeniden sorgulanmaya başlanmış; ulusal kimlik ve aidiyetler bu bağlamda yeni bir dönüşüm geçirmiştir. Günümüz dünyasında kozmopolit düşünce, bireylere sağlanan seyahat özgürlükleri, belli uluslararası oluşumların ortakları konumundaki ülkeler arasında vizelerin kaldırılması gibi hamlelerle birlikte kişilerin kendisini yeryüzü vatandaşı olarak tanımlamasını sağladığını ve vatan olarak belirli bir toprak parçasına ait hissetme gibi bir zorunluluğu olmadığını savunmuştur. Bu çalışma, gelinen noktada kozmopolit düşünce anlayışının temsilcilerinin öne sürdüğü temel tezleri ortaya koyup, bu bağlamda kozmopolitanizme yöneltilen eleştirileri de dikkate alarak bütün bu veriler ışığında ulus devlet anlayışının önemini koruyup korumadığı sorusunu bir sonuca bağlamaya çalışacaktır
A GLOBAL ATTITUDE AGAINST NATION STATE-CITIZENSHIP RELATIONSHIPS: COSMOPOLITANISM
It is a commonly emphasized matter that humankind has not wanted to limit themselves to one geography or ethnical belonging since the early ages. The desire to take the whole universe as one's land, to adapt to various cultures and be a part of these cultures has been a determinant factor with respect to creating a cosmopolite society. Nation states emerged after the French Revolution paved the way for designing elements such as origin, ethnicity, and identity monastically and legal infrastructure of this formation was completed through compact of citizenship. Together with the globalising world, concepts such as nation, country, and state are being re-questioned and national identity and belonging has gone through a transformation. In today's world, cosmopolitan ideology advocates that moves such as freedom of travel and abolishing visa regimes among countries in international organizations enable individuals to define themselves as global citizens and not to feel the necessity of belonging to a piece of land as their land. This study aims to answer the question whether nation state is still preserving its importance or not by revealing the main arguments of representatives of cosmopolitan ideology by considering all the criticism against cosmopolitanism
