TÜRKİYE’DE OKULLARDA ÖRGÜTSEL ADALET ARAŞTIRMALARI: AMPİRİK ARAŞTIRMALARA BİR BAKIŞ
Bu araştırmada Türkiye’de öğretmenlerin örgütsel adalet algılarına ilişkin çalışmalar incelenmiştir. Bu kapsamda 2000 ve 2017 yılları arasında yayınlanan 29 makalenin içerikleri sistematik derleme çalışması ile analiz edilmiştir. İncelenen çalışmalarda nicel ve ilişkisel modellerin sıklıkla kullanıldığı, Niehoff ve Moorman’ın (1993) geliştirdiği örgütsel adalet ölçeğinin sıklıkla tercih edildiği görülmüştür. İncelemeler sonucunda çalışmalarda örgütsel adalet algısı orta derecenin üzerinde olduğu tespit edilmiştir. Bununla birlikte çalışmalarda örgütsel adalet boyutlarından etkileşim adaletinin, dağıtımcı ve işlemsel adalet boyutlarına göre daha yüksek düzeylerde algılandığı saptanmıştır. Demografik değişkenlere göre örgütsel adalet algısına dair kanıtların çelişkili olduğu ortaya konulmuştur. Araştırmalarda yöneticilerin insan ilişkilerini önemseyen davranışlarının, öğretmenlerin örgütsel adalet algılarını pozitif ve anlamlı düzeyde yordadığı görülmüştür. Örgütsel adalet algısı örgütsel bağlılık, örgütsel güven, örgütsel vatandaşlık ve iş tatmini değişkenlerinin pozitif ve anlamlı yordayıcıları olduğu tespit edilmiştir. Bunun yanı sıra yöneticilerin örgütte etkileşimi önemsemelerinin, eşitlikçi yaklaşımlarının, etik ve değerlere dayalı yönetim anlayışlarının örgütsel adaleti yordadığı görülmüştür. Çalışmalarda uygulayıcılara yönelik, sıklıkla öğretmenlerin karar alma süreçlerine katılımlarının sağlanması, okuldaki kaynakların dağıtımında adaletli olunması ve okulda etkileşimin artırılması önerilerinde bulunulmuştur. Araştırmacılara yönelik ise örgütsel adaletin sıklıkla nitel ve karma araştırmalarla incelenmesi, örgütsel adalet algısına yönelik araştırmaların farklı okul türlerinde ve örneklemlerde tekrarlanması önerilerinde yoğunlaşmıştır.
RESEARCH ON ORGANIZATIONAL JUSTICE IN TURKISH SCHOOLS: A REVIEW OF LITERATURE
In this study, studies on organisational justice perceptions in Turkish schools were examined. In this regard, a systematic review was carried out by analysing the contents of 29 articles published between 2000-2017. The results showed that the studies mostly employed quantitative and correlational models, and the scale developed by Niehoff and Moorman (1993) was often used. In these studies, teachers perceived organisational justice above the moderate level, and interactional justice was the dimension of organisational justice that was perceived at the highest level. Although demographic variables were included in most of the studies, they were seen as a weak characteristics in difference of teachers' organisational justice perceptions. Administrators' humanistic leadership behaviours positively and significantly explained teachers' perceptions in this respect. Furthermore, organisational justice perceptions were found to positively and significantly predict important organisational variables that would contribute to school development such as organisational loyalty, organisational trust, organisational citizenship and job satisfaction. On the other hand, administrators' leadership behaviours that enhance interaction, being distant to favouritism, ethical practices, and having a values-based approach were reported to be important premises that ensure organisational justice in schools. As for implications offered to practitioners, suggestions such as having teachers participate in decision-making processes, being fair in the distribution of resources and enhancing interaction in schools were often suggested repetitively in the studies. For further research, researchers were suggested to examine organisational justice in qualitative and mixed-method studies, and to conduct studies in different types of schools and with different samples.
