OKUL MÜDÜRLERİNİN BÜROKRASİ GÜNDELİK HAYAT ETKİLEŞİMİ

Yönetim sistemleri oluşturulan tüm yapıları etkileyebilmektedir. Bürokrasinin de yönetim sistemlerinden biri olduğu düşünüldüğünde, gündelik hayatta nasıl işlediği önem kazanmaktadır. Bu çerçevede araştırmanın amacı, bürokratik uygulamaların gündelik hayatla etkileşimini okul müdürlüğü açısından ortaya koymak ve çözüm önerileri sunmaktır. Araştırma, temel nitel araştırma (temel yorumlayıcı deseninde) deseninde tasarlanmıştır. Bu çerçevede araştırmanın katılımcılarını, Konya ili merkez ilçelerinde (Karatay, Meram, Selçuklu) farklı sosyo-ekonomik düzeylerde bulunan semtlerdeki ve 2014-2015 eğitim-öğretim yılı bahar döneminde görev yapmakta olan 22 okul müdürü oluşturmaktadır. Katılımcıların belirlenmesinde kolay ulaşılabilir durum örneklemesi ve maksimum çeşitlilik örneklemesinden yararlanılmıştır. Araştırma için oluşturulan görüşme formu için alanında uzman kişilerden, potansiyel katılımcı olabilecek müdürlerden ve dil- anlatım uzmanı olan Türkçe öğretmenlerinden yararlanılmıştır. Görüşmelerin analizinde veri kaybı olmaması için ses kayıt cihazı kullanılmış ve görüşmeler katılımcılar tarafından teyit edilmiştir. Verilerin analizinde betimsel analiz tekniği kullanılmıştır. Araştırmanın güvenirlik-geçerlik aşamasında kapsamlı alan çalışması, dış denetim, doğrudan alıntı, teori çeşitlemesi ve çeşitleme olmak üzere beş stratejiden yararlanılmıştır. Araştırma bulgularına göre, okul müdürleri gündelik rutin işlere çok zaman ayırmaktadırlar. Bu işler planlı olduğu gibi plansız da olabilmektedir. Temizlik, bakım, ısıtma, aydınlatma, çalışanların ve öğrencilerin kontrolü, velilerle ilgilenme, yazışmaların takibi gündelik rutin işler olarak ortaya konmaktadır. Gündelik hayatın bürokrasiyle kaçınılmaz ve yoğun bir etkileşimi mevcuttur. Bürokrasi gündelik hayatta önemli bir yer işgal etmektedir; ancak eğitim-öğretime yönelik adımların ön planda olduğu görülmektedir. Bürokrasi hem kendi içinde hem de gündelik işler bağlamında genelde engel olarak düşünülmektedir.

THE BUREAUCRACY DAILY LIFE INTERACTION OF SCHOOL PRINCIPALS

Administration systems can affect all the established structures. When bureaucracy is thought to be one of the administration systems, how it functions in daily life gains importance. The aim of this research in this framework is to reveal the interaction of bureaucratic practices with daily life in terms of school administration and to propose solutions. The research is designed in the basic qualitative research (basic interpretive pattern) pattern. The participants of the research in this frame are the 22 school principals who are working in the districts of different socio-economic levels in Konya province central districts (Karatay, Meram, Selçuklu) and in the spring semester of 2014-2015 academic year. Participants were identified using an easily accessible case sample and a maximum diversity sample. For the interview form created for this research, it was benefited from the extension in the field, the administrators who could be potential participants, and the Turkish teachers who are language-expression extension. In the analysis of the interviews, a voice recorder was used to avoid data loss and the interviews were confirmed by the participants. In the analysis of the data, a descriptive analysis technique was used. The research utilized five strategies in the field of reliability-validity: extensive fieldwork, external auditing, direct quote, theory diversification and diversification. According to this research findings, school principals spend a lot of time on routine routines. These works can be planned as well as unplanned. Cleaning, maintenance, heating, lighting, control of workers and students, care for parents, daily routines of correspondence are revealed. There is an inevitable and intense interaction with the bureaucracy of daily life. Bureaucracy occupies an important place in daily life; but it seems that the steps towards education-training are in the forefront. Bureaucracy is considered as an obstacle, both within itself and in the context of daily affairs.
