Bu çalışmada; Ağrı İbrahim Çeçen Üniversitesi Eğitim Fakültesi Türk Dili Eğitimi Bölümü'nde öğrenim gören adaylar; A-) Çevresel faktörlere maruz kalan öğrenciler olarak kabul edilen öğrenciler; Öğrenciler, eğitim kurumu çevresindeki yerel güç merkezlerinden etkilenir; Öğrencilerin eğitim kurumunun çevresine uyum sağlayamaması; Öğrenciler, eğitim kurumunun bulunduğu çevreye giremedikleri için verimsizlik yaşadılar; Öğrenciler, eğitim kurumu çevresinde faaliyetlere gönüllü olarak katılırlar; Öğrencilerin, eğitim kurumunun eğitimsel değerlerinin tanımlanmasında aktif olması ve B-) Öğrencilerin Teftiş Sistemini algılamaları için mülteci sayılanların; Denetim sistemi eğitim kurumlarında iyi çalışır; Eğitim yöneticileri kurumun gelişimini denetlemek ister; Eğitim yöneticileri, eğitmenleri sınıf içi ve dışı olarak sağlıklı bir şekilde denetleyebilir; Eğitim yöneticileri, denetimlerini iyileştirmek için denetimler kullanırlar, onları cezalandırmazlar; Eğitim yöneticileri, derslere katılmayan öğretmenlerin derse girerek yaklaşımlarını araştırıyorlar. Öğretmen adayları; A-) Öğrencilerin çevresel faktörlere olan etkilerinin anlatımları ile ilgili yaklaşımlarını ve B-) öğrencinin Teftiş Sisteminin algılanması konusunda müfettişlerin algılayışındaki yaklaşımını belirlemek, A-) Öğrencilerin çevre faktörleri ve B-) muafiyeti hakkında bilgisi ile anket uygulanmıştır. Araştırmanın örneklemini Ağrı İbrahim Çeçen Üniversitesi Eğitim Fakültesi Türkçe Eğitimi Anabilim Dalında eğitim-öğretim gören toplam 121 öğretmen adayı oluşturmaktadır. Araştırmanın bulgularına göre; öğretmen adaylarının, A-) Öğrencilerin Çevresel Faktörlerden Etkilenme Durumlarına Dönük İfadeler ile B-) Öğrencilerin Teftiş Sistemini Algılamalarına Dönük İfadeler konusunu içeren maddeleri değişik oranlarla yanıtladıkları görülmüştür. Bulgular, öğretmen adaylarının, Cronbach's Alpha değeri α=0.91 olarak belirlenen ve bu anlamda oldukça güvenilir olan ölçeğe farklı oranlarda yanıtlar verdikleri sonucuna varılmayı olanaklı kılmıştır (Field, 2013).

This study is devoted to the analysis of the attitude of the teacher candidates who are having education in Turkish Education Department of Education Faculty of Ağrı ıbrahim Çeçen University about these facts below that are accepted as the terms for the sufficiency of education programme A-) The terms about the effects of peripheral factors on the students; The students are effected by the local power groups around the education institution; the students can have difficulty in complying with the environment; the students have productivity loss, as they can not comply with the environment of the institution; the students are volunteer for participating in the activities around the institution; the students are willing to recognize the values around the institution. B-) The terms about perception of the students about inspection system; the inspection system works well at the education institutions; The directors want inspection for the benefit of the institution; the directors can inspect well the instructors about their lesson schedule, the directors use the inspection not for punishing, but for improving the person who is inspected; the directors warn the instructors who don’t take the class with the formative inspection and make them take the class. A questionnaire is conducted to the teacher candidates in order to measure their attitude about A) The terms about the effects of environmental factors on the students; and B) the terms about perception of the students about inspection system. There are 121 students candidates in total that are Turkish Education Department of Ağrı İbrahim Çeçen University in the research sample. According to research finding, the teacher candidates gave different answers to the articles of the questionnaire about A) The terms about the effects of peripheral factors on the students; and B) the terms about perception of the students about inspection system. The findings have showed that the candidates gave different answers to a very reliable scale factor, Cronbach's Alpha value (α=0.91) (Field, 2013).
