İSTİHDAMIN ARTTIRILMASI VE KÜRESEL SERMAYE YATIRIMLARININ HIZLANDIRLMASI PARALELİNDE 2013 YILI DÜNYA BANKASI İŞ YAPMA RAPORU ÜZERİNE BİR ANALİZ DENEMESİ: TÜRKİYE ÖRNEĞİ
El tezgâhlarının bırakılarak kitlesel üretime geçildiği bir olgu olarak tanımlanan sanayileşme, insanlık tarihinden bir kırılma noktası olarak değerlendirilmelidir. Söz konusu bu gelişme tarihte derin izler bırakmış, toplumları, sosyo-ekonomik, sosyo-kültürel ve sosyo-politik düzlemde etkilemiştir. Özellikle bilinen çalışma anlayışının terk edilerek fabrikasyona geçilmesi, çalışma hayatında da köklü değişiklikleri de beraberinde getirmiştir. Öncelikle emek, işverenin gözetimi ve denetiminde alınıp satılan bir meta haline dönüşmüş, tarım döneminin aksine ev ve çalışma yaşamı kesin çizgilerle birbirinden ayrılmış ve sonuç olarak günümüzde de tartışılmaya devam eden işçi ve işveren kesimi arasındaki ihtilafların temelleri atılmıştır. Sanayileşmeyle birlikte somut anlamda ön plana çıkan ve uluslararası sermaye hareketliliğine neden olan küreselleşme olgusu ise günümüzün tartışılan en önemli konularından birisidir. Öncelikle küçük girişimler şeklinde kendini gösteren küresel ticaret, 20. yüzyılda daha da hız kazanmış, II. Dünya Savaşı'ndan sonra kurulan Ekonomik İşbirliği ve Kalkınma Teşkilatı (OECD), Avrupa Birliği (EU), Uluslararası Para Fonu (IMF), Avrupa Yatırım Bankası (EIB) gibi kuruluşlar ile maksimum düzey çıkmıştır. Bu bağlamda sermaye hareketlilikleri yerel dinamiklerden sıyrılarak uluslararası konumlandırmalar üzerine temellenmiştir. Ticaretin ve sermayenin uluslararası bir nitelik kazanmasına paralel olarak yatırımlarda uluslararası bir kimliğe bürünmüş ve yatırımların istihdama katkısı tartışılmaya başlanmıştır. Çalışmanın amacı Dünya Bankası 2013 yılı İş Yapma verilerinden hareketle Türkiye'nin bu konudaki yapısal ve kurumsal altyapısını analiz etmek ve bu konuda çıkarımlarda bulunmaktır
IN PARALLEL TO THE INCREASE OF THE EMPLOYMENT RATE AND ACCELARATION OF THE GLOBAL CAPITAL INVESTMENT WITHIN THE FRAMEWORK OF THE DOING BUSINESS REPORT IN 2013 BY WORLD BANK: THE CASE OF TURKEY
Industrialization which is defined as a concept that includes the process of leaving the hand looms and initiating the massive production is to be assessed as a turning point in the history of mankind. This development left a great impact in the history and affected the societies socio-economically, manufacture abandoning common work perception brought about radical changes in work life as well. Initially, the labour transformed as a commodity that was purchased and sold under the control of employer, home and work life radically isolated from each other different from the era of agriculture, and as a result, the ongoing debates that continue even today between the employees and the employers occurred. The concept of globalization, on the other hand, which brings to the fore in parallel to the emergence of industrialization concretely and which causes the international capital mobility is one of the topics discussed mostly today. Initially, the global trade which appeared as small enterprises gained a momentum in 20th century and with the organization like Organization For Economic Cooperation and Development (OECD), European Union (EU), International Monetary Fund (IMF), European Investment Fund (EIF), it reached to the maximum level. Within this context, the capital mobility is freed from the local dynamics and centers on the international positioning. In parallel to the internalization of the trade and the capital, the investments converts into international identity and the contributions of the investments on the employment is started to be discussed. In the study, based upon the data from World Bank Doing Business Report in 2013, Turkey’s structural and institutional framework will be analyzed on the basis of employment and some deductions will be made
