EĞİTİM VE İDEOLOJİ BAĞLAMINDA HESAP VEREBİLİRLİK VE NEOLİBERALİZM BAĞLANTISI

Eğitim politikalarının temel kavramlarından biri ideolojidir. Siyasi ideolojiler içerisinde yer alan neoliberalizm ile hesap verebilirlik kavramları arasındaki bağlantı eğitimin politik yönü ve ideolojilerin eğitime yansıması açısından kurulabilir. Eğitimin sistem yapısı içerisinde değerlendirilmesi ve eğitimde hesap verebilirliğin ölçme ve değerlendirme üzerinden sağlanması neoliberal eleştirilerin eğitimin "bilim" yönüne iktisadi açıdan yaklaşılmasına yöneliktir. İdeolojiler, karmaşık toplumsal hayatın akışında mantıklı ve tutarlı örüntüler bulmaya yarayan, yapıyı ve işleyişi anlamsal bütünlük içinde değerlendirmeye çalışan aracılardır. Toplumsal olaylar ve gelişmeler hakkında insanların sebep-sonuç ilişkisi kurması, olaylar hakkında tutarlı ve kendi içinde anlamlı açıklamalar yapması, seçenekler içinde rotasını belirleyecek kılavuza ihtiyaç duyması ideolojilerin doğmasında ve gelişmesinde etken olmuştur. Hesap verebilirliğin güçlü yönleri arasında veriye dayalı politika yapımı sürecinde karar alıcılara ve uygulayıcılara çeşitli analizler için kolaylık sağlaması başta sayılabilir. Siyasal düzlemde neoliberalizmin aktif olması ile birlikte toplum hayatının her aşamasında, özellikle ekonomi-politik çerçevesinde neoliberal argümanlar daha görünür hale gelmektedir. Siyasal dalga ile neoliberalizme ilişkin retoriğin eğitim alan yazınına, politikalarına ve eğitim pratiklerine yansıması da kaçınılmaz olmuştur. Neoliberalizmin dayandığı serbest piyasa anlayışı, serbest piyasanın gerektirdiği insan tipinin okullarda yetişmesini gerektirmektedir. Dolayısıyla okullardaki beklentilere ait söylem ve pratikler de piyasa temeli izlenimini verebilmektedir. Güncel eğitim retoriğinde sıklıkla duyduğumuz rekabete ve yarışa dayalı kavramlar okul çağındaki bireylerin gelişim özelliklerinin çok ötesinde ve yetişkinleri ilgilendiren "iktisadi" kavramlardır. Bu çalışmanın içinde neoliberal siyasal politikaların eğitime olan yansımaları ve özellikle ideoloji, hesap verebilirlik ve neoliberalizm arasındaki ilişkiye genel bir çerçeve çizmek amaçlanmıştır

RELATIONSHIP BETWEEN ACCOUNTABILITY AND NEOLIBERALISM IN THE CONTEXT OF EDUCATION AND IDEOLOGY

Ideology is one of the fundamental concepts of educational policy. The link between the concepts of accountability and neo-liberalism, which rank among these political ideologies, can be established by taking the political aspects of education and the reflection of these concepts in education into consideration. The evaluation of education within the structure of the system and the assurance that accountability in education is procured through measurement and evaluation are products of neoliberal criticism and its approach to the "science" of education from an economic standpoint. Ideologies are tools that help us try to find coherent, logical patterns in the complex morass of our social lives and also help us evaluate and understand the social structures and operations we encounter in a cohesive and meaningful manner. Feeling the need for a guide that can tell you which option (among many) is the best, wanting to come up with explanations that are both consistent and internally coherent, the tendency that people have to establish cause and effect relationships among societal events and developments: all of these factors play a role in the formation and development of ideologies. Among the many positive aspects of accountability, the fact that it simplifies various analyses for decision-makers, policy-makers, and practitioners alike during the process of creating policies based on data is certainly one of the most important ones. On a political level, neoliberal arguments have started to become much more prominent (especially in the economic-political realm) as neoliberalism has started to play a more active role in every stage of community life. Along with this political trend, rhetoric related to neoliberalism has become an inescapable part of the field of education, reflected in its writings, practical applications, and policies. The understanding of the free market which neoliberalism rests on requires the cultivation, in schools, of the types of people that the free market itself requires. Accordingly, the discourse and applications related to this ideology, themselves the products of expectations found in the schools, also support the foundation of the market. In current rhetoric about the education system, the concepts we often hear about regarding competitions and contests are beyond the capabilities of school-age children and are actually economic concepts that concern adults. The aim of this study is to examine the reflections of neoliberal political policies in education and form a frame of reference regarding the relationship among ideology, accountability, and neoliberalism.
