1952’DEN GÜNÜMÜZE TÜRKİYE-KÜBA SİYASİ İLİŞKİLERİNİN ANALİZİ

Türkiye-Küba siyasi ilişkilerinin tarihsel kökenlerine bakıldığında özellikle XIX. yüzyılın ikinci yarısından itibaren taraflar arasında çeşitli etkileşimlerin başladığı göze çarpmaktadır. Türkiye Cumhuriyeti döneminde ise Türk dış politika aktörleri Meksika'daki Türk Elçiliği'ni akredite ederek (21 Eylül 1950) Küba ile siyasi ilişkileri yürütmeye başlamışlardır. Bununla birlikte taraflar 25 Kasım 1952'den itibaren Ankara-Havana arasında siyasi ilişkileri resmen kurduklarını açıklamışlardır. 1952 yılında Türkiye-Küba arasında siyasi ilişkiler tesis edilmişti ancak bu protokol bir formalite gereği yapılmıştı. Öyle ki 1950'li yıllarda iki ülke arasındaki ilişkilerin çok fazla geliştiğine dair bir işaret de yoktu. 1959 yılında ise Fidel Castro önderliğinde Küba'da iktidar ve ideoloji değişimi olduğundan iki ülke farklı cephelerde yer almak durumunda kalmış dolayısıyla taraflar arasında yakınlaşma söz konusu olamamıştır. ABD-Sovyetler Birliği arasında yaşanan Küba füze krizi, HavanaAnkara arasında 1952'de kurulmuş olan ilişkilerin daha da güç kaybetmesine neden olmuştur. Bu krizde iki süper güç, nükleer savaşın eşiğine geldiğinden kendi çıkarları doğrultusunda sorunu çözmeye odaklanmışlar bu durum da Türkiye'nin rahatsızlık duymasını kaçınılmaz kılmıştır. Türkiye'yi ve Küba'yı etkileyen füze krizi uzun yıllar iç ve dış basının manşetlerini de süslemiş ve her iki devletin ismi bu konuyla ilgili haberlerin büyük bir kısmında birlikte yer almıştır. Bu olayı müteakip uluslararası siyaset sahnesinde en çok tartışılan sorunlardan biri de Kıbrıs sorunu olmuştur. Türkiye, garantörlük hakkını kullanarak 1974'te Kıbrıs'a askeri müdahalelerde bulununca birçok Bağlantısız Ülkeler Hareketi üyesiyle, Üçüncü Dünya Ülkelerinde bu durum tereddüt ve hoşnutsuzlukla karşılanmıştır. Dolayısıyla Kıbrıs sorunu, Türkiye'nin daha aktif bir dış politika izlemesine yol açmıştır. 1974'te Ecevit Hükümeti zamanında alınmış olan, bir kısım Bağlantısız ülkelerde yeni temsilcilikler açılması kararının ardından iki taraf Cezayir'deki diplomatik temsilcileri kanalıyla yapmış oldukları temaslar neticesinde daha sıkı işbirliği yapma kararı almışlar ve bu durumu ortak bir bildiriyle (6 Mart 1978) dünya kamuoyuna duyurmuşlardır. Bu bildiri neticesinde Türkiye'nin Havana Büyükelçisi 1980 yılından itibaren faaliyetlerine başlamıştır. Soğuk Savaş sonrası ise iki ülke dış politika aktörleri karşılıklı üst düzey ziyaretler gerçekleştirerek; toplantılar düzenleyerek ve çeşitli alanlarda anlaşmalar imzalayarak ilişkileri geliştirme, güçlendirme ve çeşitlendirme amacıyla hareket etmeye başlamışlardır. Türkiye günümüzde makro boyutta Latin Amerika, mikro boyutta ise Küba ile Latin Amerika stratejisi kapsamında yakın ilişkiler kurmayı dış politika stratejilerinden biri olarak belirlemiştir. Bu makalede yazar, TürkiyeKüba siyasi ilişkilerini 1952 yılından günümüze bilimsel ilkeler ışığında ana hatlarıyla incelemeye tabi tutarak yeterince çalışılmamış bir konuda bir nebze de olsa katkıda bulunmayı amaçlamaktadır

THE ANALYSIS OF THE TURKEY-CUBA POLITICAL RELATIONS FROM 1952 TO PRESENT

During the period of the Democratic Party, the Turkish foreign policy actors decided that the Turkish Embassy in Mexico would also represent Turkey before Cuba, Costa Rica, El-Salvador, Honduras, Panama, Dominican Republic and Nicaragua (21 September1950) for the purpose of establishing a closer contact with the region of Latin America. Shortly after Turkey took this step regarding the region of Latin America, the General Fulgencio Batista seized the power in Cuba with a military coup. When considering the bipolar political picture of that era; it is remarkable that Cuba under the rule of Batista evaluated the Soviet Union in the category of enemy and the USA in the category of allied country. Owing to the influence of this development, the Turkish and Cuban governors took the action and explained that they officially established political relations between Ankara-Havana as from November 25, 1952 as a result of negotiations. Political relations between Turkey and Cuba were established in 1952, but this protocol was concluded perfunctorily. In fact, there was also no sign that the relations between the two countries had improved a lot in the 1950s. In the meantime, forces of Fidel Castro succeeded to overturn the governance in Cuba on January 1, 1959 as a result of their struggle against the Batista regime supported by Washington. However, as might be expected, Washington was disturbed by the presence and policies of the new government in Cuba in a short time due to the opinion that they damaged/could damage the American interests and in this context they firstly terminated their political relations with Havana and then began taking some steps in such a way to intervene in the internal affairs (The Bay of Pigs Invasion/1961) of the Havana government. On the other hand, the Castro movement accepted the intervention of the USA in their internal affairs as a threat to their national security and decided to increase their contact with the Soviet foreign policy actors in accordance with the concept of the Cold War period. By using the tense atmosphere experienced between Washington and Havana; the Soviet Union started placing intermediate-range Soviet missiles, which resemble the jupiter missiles in Turkey, in Cuba as from the spring of 1962. The USA blockaded the island since October 22, 1962 for the purpose of preventing the Soviet ships that were transporting firing systems from reaching Cuba. On the other hand, the USA started their detention attempts against merchant vessels transporting cargo to Cuba in September. This tension experienced between the USA-Soviet Union caused the relations established between Ankara-Havana in 1952 to lose power since 1961. In addition, as the two superpowers were on the brink of a nuclear war, they focused on solving the problem according to their own interests and thus, it was inevitable for Turkey to be troubled with the attitudes of the USA, which seemed like an allied country. The missile crisis affecting Turkey and Cuba has grabbed the headlines of both domestic and foreign press for many years, and the name of both states has taken place in much of the news on this subject. After overcoming the missiles crisis, Turkey faced with the Cyprus issue this time. Greece and the Greek Populated Southern Cyprus frequently brought this matter forward especially in the international platforms after the Cyprus Peace Operations in 1974 and tried to create an anti-Turkey atmosphere. As a response, Ankara decided to follow a more active and multilateral foreign policy. In this context, Ankara decided to restore the bilateral relations with Cuba that were established in 1952 and started to get cold in 1961. However, as the Cyprus issue was approached by the two governments from different aspects, it became difficult for the parties to converge. However, despite this negativity, Turkish and Cuban governors acted intimately for restoring diplomatic relations and decided to open embassies in the capitals of both countries as a result of their intercourses via diplomatic representatives in Algeria for a while. After the Cold War, the foreign policy actors of the two countries made high level reciprocal visits, organized meetings of Joint Commission on Commercial, Economic and Industrial Cooperation, entered into agreements in various areas and they started to act in order to develop, reinforce and diversify their relations. Difficulties experienced in the Cuban economy due to the trade embargo placed by the USA on Cuba, national production that could meet only the demand in the domestic market and factors like the geographical distance between the two countries caused the trade with Cuba to be low by years. Thus, the Ministry of Economy of Republic of Turkey offered the establishment of a “Joint Economic and Trade Committee” (JETCO) mechanism to replace mechanism of meetings of the Joint Commission on Commercial, Economic and Industrial Cooperation in 2012 and it was decided to organize meetings that would establish an unofficial consultation mechanism between committee of the Ministry of Economy that came to Havana via the International Havana Fair (FIHAV) and the MINCEX authorities. Turkey also succeeded to considerably complete the legal infrastructure of their relations with 14 prominent Latin American (Argentina, Bolivia, Brazil, Ecuador, Guatemala, Colombia, Costa Rica, Cuba, Mexico, Peru, Chile, Paraguay, Uruguay, Venezuela) states. In this context, the first one of political consultations between Turkey-Cuba was held in Ankara by the respondents on October 12, 2009. Turkey has, at the present time, determined the establishment of close relations within the scope of Latin America strategy in micro dimension Cuba and in macro dimension Latin America as one of its foreign policy strategies. In this study, the author aims to make a contribution to some extent on a subject which has not been studied sufficiently by investigating Turkish-Cuban political relations from 1952 to present with the main lines in the light of the scientific principles.
