Almanya’da Siyasi İdeoloji ve Çevre Koruma Politikaları Arasındaki Bağlantının Parti Bildirileri Bağlamında İncelenmesi

İklim değişikliği, nükleer enerji ve fosil yakıtların kullanımı ileilgili tartışma, siyasi arenada içerisinde çevre politikalarını önemli bir hususolarak ön plana taşımıştır. İklim değişikliği küresel bir sorun haline geldikçe, birçok ülke doğayıve çevreyikoruma konularınasiyasi gündemlerinde yer vermektedir. Bu çalışma, çevresel kirlilik, hayvanların korunması veya sürdürülebilir enerji gibi çevresel sorunlar bağlamındaİkinci Dünya Savaşı’nın sona ermesinin hemen ardındangünümüze kadarAlmanya’da siyasal ideoloji ve çevre koruma arasındaki olası bir bağlantıyı tespit etmek amacıyla siyasi parti bildirilerinin incelenmesine odaklanmaktadır. Ele alınan konu, küresel ısınmayla mücadele, Avrupa’da enerjinin rasyonel kullanımıve yenilenebilir enerji kaynaklarının geliştirilmesinin bir yansıması niteliğindeenerjigüvenliğine katkıda bulunması açısından önem taşımaktadır. Daha önceki tarihlerdegerçekleştirilen araştırma çalışmaları, sağ eğilimli siyasi partilerin, sol-eğilimli siyasi partilerin tam aksine, çevrenin korunmasına karşı çıkma eğiliminde olduklarını saptamıştır. Buhusus, çalışmanın dayandığı temel varsayım olarak ele alınmıştır. Bu çalışma, Almanya’daki siyasi ideoloji ve çevre koruma arasındaki olası bir bağlantıyı belirlemek amacıylasiyasi parti bildirilerininincelenmesine odaklanmaktadır. 1949’dan 2019’akadar olan dönemdeki Almansiyasi parti bildirileri, Siyasal Temsil Bildirisi Araştırması projesi kapsamında elde edilen verilere dayalı olarak, içerisinde bulunan “çevre”,“çevre sorunları”ve “çevre politikaları”ile ilgili ibarelerin yaratmış olduğu çağrışımlara göre irdelenmişve grafiksel olarak incelenmiştir. Siyasal parti bildirilerinin yansıttığı ideolojik çağrışımlar ile çevre koruma politikaları arasında pozitif bir ilişkinin bulunduğu hipotezi temelinde gerçekleştirilençalışmada siyasal ideoloji ile çevre koruma ibareleri arasında net ve anlamlı herhangi bir bağlantı bulunamamıştır.

Examinationof the Link Between Political Ideology and Environmental Protection Policies within the Context of Party Bulletins in Germany

The discussion on climate change, the use of nuclear energy and fossil fuels has brought environmental policies to the fore as an important issue in the political arena. As climate change becomes a global problem, many countries place nature and environmental protection issues on their political agendas. This study focuses on the examination of political party bulletins in order to identify a possible link between political ideology and environmental protection policies in Germany throughout the period since the end of the Second World War in the context of environmental problems such as environmental pollution, animal protection or sustainable energy. The topic is important in terms of combating global warming, maintaining rational use of energy in Europe and contributing to energy security as a reflection of the development of renewable energy resources. Previous research studies have found that right-wing political parties tend to oppose environmental protection, in contrast to left-wing political parties. This issue has been considered as the basic assumption on which the study is based. This study focuseson examining political party bulletins in order to identify a possible link between political ideology and environmental protection in Germany. German political party bulletins from 1949 to 2019 are examined according to the connotations created by the expressions such as“environment”, “environmental problems” and “environmental policies”based on the data obtained within the scope of the Political Representation Declaration Research project and are graphically examined. In the study conducted on the basis of the hypothesis that a positive relationship exists between the ideological connotations reflected by the political party bullentins and environmental protection policies, no clear and significant connection is found between the political ideology and the environmental protection phrases.
